Reentry - CBI Fidelity Unit

The Washington State Department of Corrections is hiring a Corrections Specialist 4 (CS4) within the Reentry Division - CBI Fidelity Unit. This position (#CV90) supports Western Washington. Work will be performed at a DOC location determined by the selected candidate's geographic location and operational needs. Frequent travel is required.

The Reentry Division provides focused opportunities for success and supports the Department of Corrections (DOC) mission of improving public safety by positively changing lives while providing individuals with the programming, tools, and resources needed to successfully transition back into the community.

The Reentry Division provides targeted opportunities and pathways supporting successful integration into our communities from incarceration.

The Corrections Specialist 4 contributes to the Department’s mission and vision by providing supervision, expertise, and technical assistance to ensure delivery of Cognitive Behavioral Interventions (CBI) in the Department are in alignment with evidence and/or research-based practices.

Reporting directly to the CBI Fidelity Manager in the Reentry Division, the Corrections Specialist 4 provides a lead role in the development, implementation, oversight, and fidelity of CBIs statewide.

This position will work collaboratively with other Corrections Specialists and internal and external stakeholders to assist in determining appropriate program design, evaluation, content, delivery, fidelity, and outcome measures for the implementation of identified programs.

Ensuring program fidelity in the DOC system of care requires an ongoing system of both quality assurance and quality improvement.

Quality assurance involves the ongoing and accurate monitoring and tracking of reliable measures of program and intervention implementation.

Quality improvement involves the systematic implementation of activities to improve the accurate implementation of the program or intervention.

As a Corrections Specialist 4, some of your duties will include:

Supervises CBI Fidelity Unit staff (Corrections Specialist 3s) to ensure Unit standards and expectations are being met by individual specialists and the team they supervise:

  • Direct supervision of multiple CBI Fidelity Unit staff (CS 3s) to include meeting supervisory expectations outlined by the Department and Division.

  • Ensure active engagement in building and maintaining a culture of learning within the Unit.

Develops and/or implements systems of quality assurance (QA) and quality improvement (QI) for identified CBIs in the DOC continuum of care:

  • Participate as a critical CBI Fidelity Unit team member in researching, designing, and implementing quality assurance programs for specific cognitive-behavioral and other evidence-based programs in prison and community corrections settings.

  • Utilize various computer software and data tracking systems to ensure evaluation and support efforts are maintained as part of each program’s QA and CQI credibility and sustainability.

  • Help structure and coordinate program support efforts (ex. individualized coaching, group format/boosters).

Provides expert in person as well as distance consultation and technical assistance for identified CBI program delivery to ensure intervention standards and expectations are being met:

  • Provide clear, non-judgmental communication of expectations and performance feedback to increase opportunities for service improvements.

  • Provide area and onsite consultation, training, and technical assistance to service providers and management on the specific expectations of the identified CBI.

  • Assists and/or fills in when CBI Fidelity Manager is unable to attend meetings and/or presentations.

Support outcomes development and assessment of statewide CBI implementation:

  • Establish and maintain a monitoring and reporting system to enhance data-driven quality improvement and program management.

Qualifications

Required Qualifications

A Bachelor's degree in criminal justice, psychology, sociology, counseling, or closely allied field from an accredited college/university whose accreditation is recognized by the U.S.

Department of Education and the Council for Higher Education Accreditation (CHEA).

ANDFour (4) or more years of professional experience in adult or juvenile corrections or closely related field that includes the following:At least one (1) year of management and/or administrative capacity OR At least one (1) year in a "lead" role or supervisory position.

  • Three (3) or more years professional case management, to include a minimum of one year facilitating Cognitive Behavior Intervention(s) in group and/or one-on-one setting(s).

  • OR

    An Associates degree in criminal justice, psychology, sociology, counseling, or closely allied field from an accredited college/university whose accreditation is recognized by the U.S.

    Department of Education and the Council for Higher Education Accreditation (CHEA).ANDSix (6) or more years of professional experience in adult or juvenile corrections or closely related field that includes the following:At least one (1) year of management and/or administrative capacity OR At least one (1) year in a "lead" role or supervisory position.

  • Five (5) or more years professional case management, to include a minimum of one year facilitating Cognitive Behavior Intervention(s) in group and/or one-on-one setting(s).

  • OR

    • A High School Diploma or GED equivalent
      AND
      Eight (8) or more years of professional experience in adult or juvenile corrections or closely related field that includes the following:

      • At least one (1) year of management and/or administrative capacity OR At least one (1) year in a "lead" role or supervisory position.

      • Seven (7) or more years professional case management, to include a minimum of one year facilitating Cognitive Behavior Intervention(s) in group and/or one-on-one setting(s).


    *A Master’s degree in sociology, social work, psychology, criminology, or closely related field may substitute for up to one year of required professional case management experience.

    In addition to the above requirements:

    A developing level of proficiency in each of the following:

    • Risk Need Responsivity (RNR) model

    • The Fidelity Principle

    • Social Learning Theory, and

    • Cognitive Behavioral Therapy.

    Preferred Qualifications

    • One (1) year developing or implementing Cognitive Behavioral Interventions/rehabilitative programs with performance measurement.
    • One (1) year developing and implementing data-driven quality assurance assessment and tools to determine program fidelity.
    • One (1) year of providing training or consultation for program service delivery.
    • Additional experience in a lead or supervisory positions.
    • Experience in and/or working knowledge of criminal justice programs in one or more of the following interventions; Thinking For a Change (T4C), Moving On, Decision Points (DP), Anger Control Training/Alternatives to Aggression (ACT), and/or Aggression Replacement Training (ART).
    • Experience with and/or working knowledge of Motivational Interviewing.
    • One(1) year experience developing and implementing quality assurance and continuous quality improvement for evidence/research-based and/or promising practice programs designed to reduce recidivism.

    Special Requirements/Conditions of Employment

    • Maintain regular and reliable attendance.
    • Complete a felony disclosure form prior to employment and submit to a criminal background check.
    • Successfully complete, within mandated timeframes, employee orientation, and all other mandatory annual, in-service, and other required training.
    • Provide physical residential address and home telephone number to the Department of Corrections.
    • Become familiar and comply with all Department policies and procedures and Collective Bargaining Agreements as applicable.
    • Submit to drug testing in accordance with Collective Bargaining Agreement and agency policy.
    • Must possess and maintain a vehicle operator’s license valid in the state of Washington.
