PERMANENT / FULL-TIME

*This position is eligible for telework up to one day per workweek, following the successful completion of an initial 6-month training period.

The Department of Corrections is seeking a highly motivated and qualified individual to fill a permanent Correctional Records Technician Lead at the Washington Corrections Center in Shelton, Washington.

Washington Corrections Center is located 35 miles west of Olympia, the state capital.

WCC is the Reception and Diagnostic Center, a close-custody facility with the primary responsibility to process, test, and classify all adult male felons sentenced to prison in Washington State.

The facility has seven living units and houses 1,700 incarcerated individuals. There are about 500 incarcerated individuals screened and assessed each month.

WCC is also the major hub for transfer of incarcerated individuals to and from facilities throughout the state.

Requirements

Under the direction of the Correctional Records Supervisor (CRS), the Correctional Records Technician Lead (CRT Lead) as a custodian of legal records performs senior correctional records tasks for the Department.

CRT Leads are authorized to complete initial sentence entry audits, release audits, perform technical records tasks and ensure incarcerated individuals sentence structure information is in compliance with appropriate laws and agency policies.

The CRT Lead is responsible to ensure incarcerated individuals’ sentence and criminal history are correct and complete and calculates accurate lengths of incarceration and community supervision.

The CRT Lead provides information and support to the Administration, Records Manager, CRS, facility staff and external stakeholders in a collaborative effort to improve public safety.

Work assignments include:

Calculates length of incarceration, determines community custody, and/or determines release dates
  • Uses advanced knowledge of sentencing options and types to determine supervision types and sentencing options. Enters complex sentence structures in accordance with judgment and sentence and/or other court documents.
  • Audits judgment and sentences and other court documents to verify the court’s accuracy in sentencing individuals per applicable RCWs, legislative changes and court decisions.
  • Verifies jail credits as ordered by the court or as certified by the county jail. Calculates good time jail credits as applicable per RCW.
  • Establish and validate agency jurisdiction of incarcerated individuals.
  • Verify electronic database information against source documents and resolve problems that relate to the incarcerated individuals sentencing.
  • Completes second or final audits by reviewing incarcerated individual's database information against source documents and resolving any problems that relate to sentence computations. Verify the court’s accuracy in sentencing individuals per applicable RCWs, legislative changes or court decisions.
  • Train lower-level technicians on sentence structure and time accounting, warrants and detainers, tolling, earned release dates, scheduled end dates, public disclosure, and all aspects of maintaining incarcerated individuals' legal records.

Audit sentence structure for accuracy, verify earned early release date to prepare incarcerated individuals releases.

  • Complete final sentence structure and central file audits for release purposes.
    Reviews and verifies all pertinent documents relative to the individual's sentence prior to creating release documents.
  • Review and verify accuracy of legal documents relating to convictions and sentencing.
    Utilize update and maintain databases and programs containing information relative to incarcerated individual conviction, sentence, and violation history.
  • Enter information into the Department’s electronic incarcerated individual database.
  • Notify wanting agency of hits with incarcerated individuals' current location conviction information and tentative ERD and request documentation from other agencies.
  • Prepare extradition and international extradition packets for Governor’s Warrants and monitor escape prosecutions.

Provide effective and thorough communication with DOC and other appropriate agencies.

  • Testify in court as an expert witness regarding the validity of incarcerated individual records and identity.

  • Correspond with appropriate court or other legal staff to resolve sentence discrepancies or other issues related to the structure of the incarcerated individual sentence.

  • Respond to requests for public disclosure in compliance with federal and state public disclosure laws.

  • Serves legal documents on incarcerated individuals.

  • Responds to telephone calls from incarcerated individual families, attorneys, and incarcerated individuals, answering a variety of questions and troubleshooting issues.

Manage and provide supervisory direction relating to operational effectiveness of a correctional records office.

  • Direct and supervisor OA3 and lead lower-level correctional records office staff as well as work for the records office.
  • Plan, assign, and review the work of records staff.
  • Assess training needs of staff and arrange for or provide instruction.
  • Set performance expectations, evaluate employee performance and prepare performance evaluations.
  • Resolve staff issues, recognize employees, and counsel employees in work-related activities and career development.
Interview and identify incarcerated individuals using acceptable identification methods. Review and interpret judgment and sentence information in compliance with state and federal laws, superior court sanctions and agency policies.
  • Review and verify all pertinent documents relative to incarcerated individuals prison commitment.
  • Using the authorized DOC approved programs, take fingerprints and photographs and create ID badges for incarcerated individuals.
  • Complete identification of incarcerated individuals to law enforcement through pictures, fingerprints and other physical data.

  • Three (3) years maintaining and processing incarcerated individual’s records in an adult correctional agency.
    • College-level course work in criminal justice, business administration, accounting, social science or a related field will substitute, year for year, for up to two (2) years of experience and maintaining incarcerated individual records.
  • Demonstrate ability to effectively communicate with co-workers, the public, and/or criminal justice agencies.
  • Demonstrate ability to analyze and solve problems under highly stressful or adverse situations.

This position may be filled with a six (6) month in-training plan from Correctional Records Technician to the goal class of Correctional Records Technician Lead. Training will consist of attendance and on-the-job training throughout the in-training period.

  • Two and a half (2.5) years of experience entering and auditing incarcerated individual’s sentence structure and jail credits.
  • Two and a half (2.5) years maintaining and processing incarcerated individual’s records in an adult correctional agency.
    • College-level course work in criminal justice, business administration, accounting, social science or a related field will substitute, year for year, for up to two (2) years of experience and maintaining incarcerated individual records.
  • Demonstrate ability to effectively communicate with co-workers, the public, and/or criminal justice agencies.
  • Demonstrate ability to analyze and solve problems under highly stressful or adverse situations.
