This job involves managing the inmate grievance system in federal prisons, reviewing appeals from prisoners against decisions made by prison officials, and analyzing trends to improve policies for fair treatment and security.
It requires working closely with legal and administrative teams to ensure compliance with laws and regulations.

To be considered for the position, you must meet the following qualification requirements: Education: GS-12 and GS-13: There is no substitution of education for specialized experience for this position.
Experience: GS-12 and GS-13: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level.
Specialized experience is directly related experience that included substantial involvement with a correctional program and provided a thorough knowledge of correctional techniques, or experience in meeting and dealing with people that demonstrated the ability to work effectively with inmates and associates in a correctional environment.
Experience must have also demonstrated the ability to perform supervisory or administrative duties successfully.
This includes (1) understanding the problems of custody, treatment, training, and release of inmates of penal or correctional institutions; (2) a thorough and comprehensive knowledge of an institution's internal policies, programs, regulations, and procedures; and (3) training subordinates, coordinating and directing activities and functions, evaluating performance of operations and the effectiveness of programs, and maintaining high standards or work objectives.
This experience must have been gained in an administrative position, or in other positions that included the successful direction, or assistance in the direction of, an entire correctional program or a major phase of such a program.
Some examples of this qualifying experience are: GS-12: Experience in reviewing inmate appeals of decisions of Wardens and Regional Directors and exercising independent judgment as to whether Wardens' and Regional Directors' responses have properly addressed the issues raised and are in compliance with policy and applicable laws and regulations.
Experience in analyzing inmate grievances and appeals for indications of problems or potential problems in areas such as inmate disciplinary procedures and due process, health care, food service, general management, etc., at specific institutions or system-wide.
Experience in providing information to correctional Specialists, researchers, writers, the press and the public about detailed workings of inmate grievance procedures.
GS-13: Experience in preparing Congressional technical, detailed or sensitive correspondence, reports, documents to internal and external organizations.
Experience in researching and interpreting policy and adapting Bureau procedures regarding comprehensive and factual responses to Congressional correspondence, inmate grievances, inmate classification and Freedom of Information Act.
Experience in conducting and participating in special evaluations, reviews, examinations and surveys related to alleged irregularities or major regulation or procedure infractions in the administrative remedy program at the institutional level.
If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as number of hours worked per week) spent in the activities.

This position is located in the Administrative Remedy Section, Office of General Counsel in the Bureau of Prison's Central Office.
Charged with overseeing the operation of the Bureau's inmate grievance system, reviewing inmate appeals of decisions of Wardens and Regional Directors and assessing the need for change in Bureau policies based on trends in inmate grievances.
Conducts a variety of analyses to identify trends or anomalies in responses and procedures, and determines the need for policy refinement and development based on results of these analyses.
Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution.
The staff's correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.
