Full Job Description

This position is located in the Out-Processing Section, Materials Control and Analysis Division, Office, Assistant Register and Directorate Operations, Copyright Office.

The position description number for this position is 321769. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flextime work schedule. This is a non-supervisory, bargaining unit position.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Knowledge of mail or other material in-take and routing procedures. ** Ability to interpret and apply a variety of guidelines and/or regulations.

** Ability to utilize computer technology and software applications. Ability to communicate and interact collaboratively with others. Ability to communicate in writing.

Ability to communicate effectively other than in writing. Major Duties:

The Materials Control and Analysis Division is responsible for the intake and initial processing of service requests and other requests arriving by mail, processing of fees, maintenance of deposit accounts, and out-processing of completed requests.

In-Processing staff creates the service request tracking record in the eCO system, scanning registration materials, marking, tagging and forwarding deposits, placing scanned materials in temporary storage and forwarding unscanned materials for further processing.

The Accounts Section manages financial transactions for Copyright Office products and services (excluding those of the Licensing Division), maintains the general ledger, and submits monthly reports to the U.S.

Treasury and the Library of Congress Accounting Operations Office. The Out-Processing Section delivers in-processed service requests to their appropriate destinations.

The section is responsible for resolving issues regarding unidentified receipts, incomplete filings and materials arriving in damaged condition.

It responds to inquiries regarding in-process requests and locates in-process materials as needed for inter-divisional purposes.

The section also manages the printing and preparation for mailing of certificates and outgoing correspondence. The position is Copyright Certificate Printing Technician.

The incumbent is accountable to the Out-Processing Section Head and operates, and performs minor maintenance upon, equipment, which prints, processes and mails official copyright certificates of registration.

The position is also responsible for the security of stocks for certain consumable supplies and postage machinery.

While performing daily activities, the incumbent is also responsible for ensuring proper handling and security of Library and Copyright Office materials.

Serves as the primary contact and authority on all printing requests in the Central Printing Room. Processes various transactions for more than one type of assigned activity.

Verifies proper configuration for multiple pieces of equipment to produce and mail Certificates of Copyright. Evaluates work to be performed and logs into print server.

Determines the specifications and establishes and maintains schedules for all print jobs. Ensures all equipment is set up to operate correctly and efficiently.

Utilizes job management software to sort, prioritize, and manipulate order of jobs in system queue on multiple pieces of equipment.

Manages the jobs in the system file by creating new jobs, converting jobs, proofing jobs, moving jobs to queue, and copying and deleting jobs in system file.

Recalls saved jobs to add pages, makes job changes, locates previous formats, etc. Conducts personal inspection and ensures quality of the printed output meets established standards.

Ensures completed jobs are removed efficiently. Monitors paper trays and replaces supplies as necessary. Monitors consumables and reports in a timely manner when they need replenishment.

Prepares multi-page documents for metering and mailing.

Loads newly printed certificates (paying careful attention to equipment capacity limits) into a multi-function machine, which reads a barcode on each certificate, and folds and inserts each one into an envelope before sealing and applying postage.

Manually inputs cost of postage into the meter to comply with appropriate postage amount.

Maintains close liaison with equipment manufacturer's personal contacts while they are onsite to report equipment irregularities. Responds to manufacturer prompts to solve problems.

Formally requests maintenance orders through the COR. Maintains close liaison with Copyright Technology Office regarding printing issues and software changes.

Close contacts are also maintained with the Library's OSS (Office of Systems Services) regarding the mailing and occasionally metering print room work.

Assists the CIS Expediter in monitoring and printing all jobs using legacy system software and hardware. Maintains the utmost security of, and accounts for, certificate paper stock.

Generates reports reflecting mail costs and expenditures and remaining postage balances. Ensures transfer of funds to the postage meter is in accordance with approved limits and fiscal protocol.

Keeps accurate and complete records. Delivers the postage meter to the US Post Office for required periodic updating on a timely basis.

Ensures that all damaged certificates are properly destroyed according to protocol and procedures. Performs various other duties as assigned.
