The Utah Department of Corrections (UDC) is looking for an Contract/Grant Analyst II to work at UDC's Division of Finance located in Draper, Utah.

Job Description:

In this position, you will design; formulate; prepare; process; review; and coordinate contracts at a state or department level. - Technical assistance includes reviewing
federal, state, department and division requirements and ensuring compliance with those requirement duties may include monitoring and analyzing the performance of
contractors, ensuring proper fiscal control, policy and procedure and any other duty as assigned.

The Ideal Candidate:

Bachelors degree in Business Administration, Finance or in a related field.Experience drafting contractsExperience monitoring Agency contractsExperience in developing and maintaining contract monitoring plans, evaluating contracts, and creating contract reports.

Requirements Develop contract monitoring plansEvaluate contracts and create a contract evaluation report.Writes, reviews, evaluates contracts.

Writes detailed reports based on research, analysis and evaluation of data pertaining to specific projects, conditions or proposals under study.Ensures compliance with applicable federal and state laws, regulations, and agency rules, standards, guidelines, etc.

Identifies problems that threaten performance by all stakeholders.

Evaluates for potential performance and monetary risk.Ensures all required aspects of the contracts are completed according to specifications and to contract requirements and UDC policy and procedures.Collects, and analyzes performance data; establishes, monitors, and evaluates related bench marking and prepares reports.

Reads, studies, and conducts market research, federal and state regulations, program guidelines, and related documents to knowledge and understanding of the basis of the binding agreement and grant.Provides technical assistance and contract interpretation to contractors.Reviews and collects program reports and related material, develops and prepares training materials, and delivers presentations in order to provide training to external resources and agency employees, Confers with State Attorney General Office.Monitors agency or program budget including revenues, expenditures and budget projections, etc.

Reviews fiscal operations integrity, accuracy, and control of data.

Qualifications Knowledge of property valuation.Conduct methodical examinations using logic to analyze or identify underlying principles, reasons, or facts associated with in or data to draw conclusions.Knowledge of principles, theories, and practices of procurement, contract, quality assurance and budget management.

Have the ability and knowledge on the use of automated accounting, financial computer, and reporting systems.Have the skill to deal with people in a manner which shows sensitivity, tact, and professionalism.Have the skill to know how to evaluate information against a set of standards and ability to review data for patterns and deficiency.Knowledge on how to prepare financial reports and documentation.Have the skill to make a decision or solve a problem by using logic to identify key facts, explore alternatives, and propose quality solutions.Have a clear understanding of applicable laws, rules, regulations policies, and procedures; knowledge of legislation, regulations methods used in binding agreements and contracts.Have the skills to understand the principles, theories, and practices of public relations and knowledge of business and industry practices.Skilled in negotiation techniques and methods.Have the ability to speak clearly, concisely and effectively; listen to, and understand, information and ideas as presented.Knowledge to ensure compliance with contract terms, policies and procedures, etc.Knowledgeable in agency and community resources and services.Skilled ability to communicate information and ideas clearly, and concisely; read and understand information presented in writing.Ability to monitor or track information or data; assess problems, reach logical conclusions, and develop appropriate solutions.Have a clear understanding on bidding, quote, and award procedures; post award instructions to understand the vendor comply with binding agreement.Knowledge in agency objectives, organization, structure and mission; knowledge of agency operations, programs, and serviceSkilled in fiscal and financial management; budget methods, techniques, and practices; develop and analyze complex financial information.Work as a team, present ideas and present training to other employees Additional Information UDC applicants are subject to the Career Ladder.Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc.
