Job Description

Summary

Full Job Description

You will serve as a Contract Specialist in the Regional Contracts Department of NAVSUP FLC SD GF.

GS 9: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector demonstrating the following under close supervisory control: a knowledge of basic procurement procedures and techniques to make recommendations by analyzing facts and conditions, and making comparison of prices, discounts, delivery dates, or handling charges.

Examples of specialized experience may include: 1) Review purchase orders or contract files for inclusion of specific documents or clauses.

2) Analyze facts and conditions to make comparison of prices and discounts in order to determine conclusions and/or make recommendations.

3) Apply arithmetic practices used in business sufficient to compare prices on recurring types of procurements.

4.) Utilize procurement regulations and technical material in order to assist in the preparation of procurement actions.

  • You will be responsible for performing pre-award, post-award functions, and termination actions on various contracts, including complex, high dollar value and unique procurements.
  • You will be responsible for all aspects of procurement from the early stages of procurement planning to contract award, including providing guidance to technical personnel in the preparation of the procurement request package.
  • You will be responsible for all contract administration functions from date of contract award through contract close-out, including monitoring contract performance and negotiating contract modifications.
  • You will determine the competitive range in negotiations with one or more offerors and prepare award documents.
