  • Meet Department of Defense (DoD) qualification standards for GS-1102 contracting positions, including basic education and experience requirements
  • Familiarity with Title 10 U.S. Code requirements for contracting professionals
  • Ability to perform pre-award and post-award contract functions, including administration of all contract facets
  • Skills in providing advice on requirements, specifications, and statements of work to ensure cost-effective fulfillment
  • Experience identifying contractual risks and proposing mitigation strategies
  • Proficiency in negotiating procurement actions, reviewing proposals, and interpreting contract clauses

Full Job Description

You will serve as a CONTRACT SPECIALIST in the CVN RCOH BRANCH (441) within the CVN AVAILABILITY AND REPAIR DIVISION (440) of SUPSHIP.

You will oversee contracts to construct, repair, design, refuel and/or overhaul nuclear powered aircraft carriers and submarines for the U.S. Navy.

The contracts are complex and typically extend over numerous years.

FOR the GS-12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector as a professional contract specialist coordinating contracting activities, operations, or functions (e.g.

cost/price analysis, negotiations, pre-award and post award processes, solicitations, procurement, and contractor performance) to ensure compliance with established contract terms and requirements for the repair, construction, maintenance, or modernization of surface ships or submarines.

OR FOR the GS-11: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector as a professional contract specialist conducting analysis of contracting activities, operations, or functions (e.g.

cost/price analysis, negotiations, pre-award and post award processes, solicitations, procurement, and contractor performance) to ensure compliance with established contract terms and requirements for the repair, construction, maintenance, or modernization of surface ships or submarines.

  • You will be responsible for performing pre-award and post-award contract functions and for overall administration of all facets of assigned contracts.
  • You will provide advice on the development of requirements, specifications or statements of work to ensure that government contracts for the required services and supplies are fulfilled in the most cost effective and efficient manner.
  • You will identify contractual ramifications and propose risk mitigation strategies.
  • You will negotiate new procurement actions in the form of job/task orders under master ship repair and master nuclear support contracts (MSR) for new work performed after ship delivery.
  • You will review and analyze contractor proposals and price quotes for conformance with the solicitation or statement or work.
  • You will interpret contract clauses and provisions for customers (government and contractor) and provide appropriate advice and guidance.
  • You will review justification for sole source and other required clearances and prepare necessary documentation.
