Full Job Description

You will serve as a CONTRACT SPECIALIST in the CVN RCOH BRANCH (441) within the CVN AVAILABILITY AND REPAIR DIVISION (440) of Supervisor of Shipbuilding of SUPSHIP.

GS-09 QUALIFICATIONS: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Applying knowledge of commonly used professional contracting methods to perform pre-award, post-award, and/or contract price/cost analysis.

GS-07 QUALIFICATIONS: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-5 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Applying basic professional contracting methods to assist in the preparation of contract documents.

  • You will be responsible for performing pre-award and post-award contract functions and for overall administration of all facets of assigned contracts.
  • You will provide advice on the development of requirements, specifications or statements of work to ensure that government contracts for the required services and supplies are fulfilled in the most cost effective and efficient manner.
  • You will identify contractual ramifications and propose risk mitigation strategies.
  • You will negotiate new procurement actions in the form of job/task orders under master ship repair and master nuclear support contracts (MSR) for new work performed after ship delivery.
  • You will review and analyze contractor proposals and price quotes for conformance with the solicitation or statement or work.
  • You will interpret contract clauses and provisions for customers (government and contractor) and provide appropriate advice and guidance.
  • You will review justification for sole source and other required clearances and prepare necessary documentation.
