This job involves managing contracts for research, engineering, and technology projects in the Department of Defense, including negotiating terms, resolving disputes, and developing strategies to acquire needed goods and services.

The Under Secretary of War for Research and Engineering (USW(R&E)) serves as the primary advisor to Department of War (DoW) leadership on all matters pertaining to the Department's Research and Engineering (R&E) enterprise, technology development and transition, developmental prototyping, experimentation, and administration of testing ranges and activities.
USW(R&E) has the lead responsibility within the Department for synchronizing Science & Technology (S&T) efforts across the DoW.
In order to qualify for this position, you must meet the requirements described below.
Basic Requirements: Basic Requirement: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
(Note: You must attach a copy of your transcripts.) OR Exemption: You are exempt from the education requirements above if: (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000.
OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
You may qualify at the NH-IV level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the NH-III (GS 12/13) grade level in the Federal service (experience may have been gained in the private sector).
Specialized experience is defined as: experience utilizing Federal Acquisition Regulations to resolve a range of contracting scenarios, negotiating with a range of stakeholders to resolve contract claims and disputes and agree to terms, and developing acquisition strategies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
You will receive credit for all qualifying experience, including volunteer experience.

For entry at the NH-IV level, status applicants must have served 52 weeks as a NH-III or higher grade in the Federal Service. Major Duties:
Incumbent typical work assignments may include the following: Serves as an Other Transactions Agreements Officer and will manage the entire lifecycle of contracts and agreements, from strategic planning and solicitation to execution, administration, and closeout.
Manages all pre-award documentation, including the development of evaluation criteria, agreement payment milestones, deliverables, focused on outcome-based agreements and structuring of any performance incentives.
Formulates comprehensive and actionable acquisition strategies by analyzing mission requirements, market conditions, and technical specifications; includes but not limited to understanding 10 USC 4021, 4022, 4023, CRADAs, PIAs, and leveraging Commercial Solution Openings.
Manage the entire lifecycle of contracts and agreements, from strategic planning and solicitation to execution, administration, and closeout.
