Job Description

Summary

This job involves managing government contracts from start to finish, including planning what needs to be bought, reviewing proposals, and handling changes after the contract is awarded.

It supports the Navy's fleet operations in Maryland.

A good fit would be someone with experience in procurement or contract administration who pays close attention to details and understands federal rules.

Key Requirements

  • At least one year of specialized experience at GS-12 level or equivalent in federal acquisition planning and contract management

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as the following: Authoring key acquisition planning documents, including Performance Work Statements (PWS), Statements of Work (SOW), and Quality Assurance Surveillance Plans (QASP) to define and support complex program requirements.

Analyzing the cost elements of contractor proposals to perform price reasonableness analysis and provide data-driven recommendations for competitive range determinations.

Managing the complete contract lifecycle, from initial acquisition planning and proposal analysis through comprehensive post-award administration and final contract closeout procedures.

Executing contract modifications and ensuring all administrative actions, from funding adjustments to performance evaluations, are properly documented and processed in accordance with federal acquisition policy.

  • You will be responsible for the development, review, and coordination of contract requirements between Directorates, Comptroller and Contracting organizations - from receipt of a requirement through the post award administration process.
  • You will develop Performance Work Statements, Statements of Work, Independent Government Estimates, Acquisition Plans, Management Oversight of Procurement and Acquisition Services, Quality Assurance Surveillance Plan, and Source Selection Plans.
  • You will oversee contract administration for task orders, propose recommendations to the Contracting Officer as they relate to modifying the contractual vehicle (e.g., IDC and/or Seaport-e contracts or task orders) on a case-by-case basis.
