Base salary range: $74,441 - $96,770

Note: Actual salary includes locality pay (15-40%+ depending on location).
This job involves managing contracts for the Navy's fleet readiness center, including reviewing proposals, negotiating deals, and ensuring contractors deliver on time and within budget for complex equipment and services.
It's ideal for someone with experience in government or private sector procurement who enjoys analyzing costs, leading negotiations, and overseeing project performance in a military support environment.
The role requires strong attention to detail and the ability to handle high-value, non-commercial contracts.
You will serve as a Contract Specialist in the Procurement Group, Commander, Fleet Readiness Center (COMFRC) of COMFLTREADCEN.
GS-12 In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing some or all of the following duties: 1) Analyzing contractor's financial and technical approach to determine a reasonable price/cost for complex systems and impacts with changing operational or budgetary situations; 2) Reviewing procurement request (PR) packages for complex equipment, services, and research and development requirements; 3) Leading pre-award and or post-award functions such as, price/cost analysis, negotiation and administration for equipment, materials and services associated with an organizations program.
4) Preparing new or revised instructions after monitoring current command procurement policies and contract performance; and 5) Coordinating the evaluation of technical proposals such as; reviews the evaluation plan for consistency with the criteria in the solicitation and provides advice during the technical discussion stage to Government and contractor personnel.
GS-13 In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing some or all of the following duties: Conducting complex price and cost analysis to determine reasonableness of price to make recommendations for the awards; 2) Negotiating complex contract actions; 3) Directing a full range of procurement pre-award and post-awards functions to include drafting and issuing solicitations, negotiations, source selection, contract award, contract modifications, and contract closeout.
4) Overseeing contracts by monitoring contract performance, preparing modifications, and determining the necessary course of action to comply with negotiated terms.
