Full Job Description

You will serve as a Contract Specialist in the Training Systems Procurement Department of NAWCTSD ORLANDO.

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12/13 grade level or DA-05 pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Planning, coordinating, and leading the negotiations with contractors to develop the contract prices and terms; 2) Performing acquisition planning for contracts and reviewing formal acquisition strategies, plans, and justifications to ensure policies and procedures are addressed; 3) Advising program officials of the procurement objectives to be used, and assists in the preparation of statements of work; 4) Conducting reviews of contracts to confirm that laws and regulations are properly implemented; 5) Conducting reviews of and approving price reasonableness determinations, including Business Clearance Memorandums (or similar document); 6) Participating on a prior source selection as the Source Selection Authority (SSA), part of the Source Selection Advisory Council (SSAC) or Source Selection Evaluation Board (SSEB), or as an evaluator; and 7) Have been delegated (currently or previously) a Contracting Officer warrant at or above $1M.

  • You will manage the life-cycle acquisition of system and non-system training devices, research, and development related to training devices and related general acquisition requirements.
  • You will manage the planning, development, and establishment of contractual strategy for assigned acquisition programs.
  • You will direct full range of contract administration actions required for acquisition programs, including the issuance of contractual modifications, incorporation of changes, exercise of options, investigation.
  • You will provide the leadership necessary to maintain an effective and productive workforce while ensuring a continuous flow and exchange of information between employees.
