Summary

This job involves managing government contracts for the U.S. Coast Guard, including planning purchases, reviewing bids, and ensuring everything follows the rules for buying supplies and services.

This vacancy is for a GS-1102-12, Contract Specialist located in the Department of Homeland Security, U.S.

Coast Guard, OPERATING LOCATION-C5I CONTRACT OPS BR 1 -CG-9141-1 -ALEXANDRIA VA in ALEXANDRIA, Virginia.

Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified.

You MUST meet the following requirements: EDUCATION: A 4-year course of study leading to a bachelor's degree with a major in any field; or At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

AND To qualify at the GS-12 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal or private sector.

Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Drafting final contract including specifications, packing and shipping requirements, inspection instruction, and all other special and standard clauses.

Reviewing requisitions to determine proper specifications or purchase descriptions are included in solicitation documents. NOTE: Education cannot be substituted for experience at this grade level.

You will serve as a Contract Specialist and will be responsible for to plan and recommend execution of all contractual actions and phases for assigned projects within the Office of Contract Operations.

This position acquires a full range of sophisticated supplies and services which may include Coast Guard (CG) major acquisitions.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.

Typical work assignments include: Serving as a Contract Specialist responsible for procurements that contain a number of different processes or elements resulting in extensive contract administration and subcontracting.

Planning and leading USCG meetings and presentations at government and non-government conferences, seminars, and meetings.

Developing new or innovative acquisition plans, source selection plans, and contract terms, conditions, or financial arrangements that may serve as a model for future system acquisitions and/or the procurement of technical assistance and advisory services.

Analyzing price and cost data contained in contractor's proposals to ascertain reasonableness of price; and reviewing contractors' performance.

Serving as lead negotiator for contract modifications for programs involving several interrelated contracts.
