Summary

This job involves handling contracts for the U.S.

Army Corps of Engineers, including preparing requests for bids, reviewing proposals for fair pricing and compliance, and negotiating terms to ensure good deals for government projects.

It's a good fit for someone with a business or related degree who has experience in procurement or contract analysis and wants to work in a stable federal role in Massachusetts.

Entry-level candidates with strong academic backgrounds may qualify, but hands-on experience in evaluating costs and negotiations is highly valued.

Full Job Description

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel for the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position is located within the Contracting Branch of the U.S. Amy Corps of Engineers, New England District in Concord, MA.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

Basic Education Requirement for the 1102 series: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Experience Required: GS-07: Specialized Experience: One year of Specialized Experience which includes meeting all of the following: 1) Utilize procurement regulations, in order to perform recurring and developmental contracting assignments.

Examples of such are: analyzing, evaluating and participating in negotiation of various cost elements and/or reviewing pricing and cost elements on contracts.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

OR Education: One full year of graduate level education in a field with a major course of study in business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position.

OR Superior Academic Achievement (S.A.A): S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.

GS-09: Specialized Experience: One year of specialized experience which includes meeting all of the following: 1) Assist in the analysis/evaluation of cost elements on contracts using contract cost/price analysis principles and procedures; 2) review statistical, financial, and/or accounting analysis; and 3) assist with contract negotiations.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major course of study in business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position.

GS-11: Specialized Experience: One year of specialized experience which includes meeting all of the following: 1) Prepare solicitations that communicate requirements to industry; 2) evaluate responses to solicitations for price reasonableness, compliance with terms and conditions, and adequacy of competition; and 3) prepare proposals and process awards of contracts.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major course of study in business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position.

GS-12: Specialized Experience: One year of specialized experience which includes meeting all of the following: 1) Conduct acquisition planning and contract pre-award functions to include: a) determine method of procurement/contract type, b) prepare solicitations that communicate requirements to industry; c) evaluate responses to solicitations for price reasonableness, compliance with terms and conditions, and adequacy of competition; and 2) administer contracts to include contract scope determinations, modifications, close-outs and terminations.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Major Duties:

  • Serve as a Contract Specialist for the Directorate of Contracting, Contract Division, US Army Engineer District, New England.
  • Provide contracting guidance to technical personnel involved in the development of the statement of work and data requirements and in replying to complex inquiries.
  • Ensure that bid schedules and negotiated procurements are properly structured, from the preparation of solicitations to the processing of contract awards.
  • Utilize delegated authority to commit the Federal Government in the capacity of a designated Contracting Officer.
  • Monitor contract performance and properly implement modifications and/or contract cancellations due to mission changes or contract default and negotiate related settlements.
