The LA County Department of Human Resources (DHR) has authorized Hiring as an Emergency under Civil Service Rule 13.04 in response to Assembly Bill (AB) 2561 (McKinnor), which requires the County to report on high vacancy rates and recruitment efforts.

This action supports a Countywide strategy to address persistent staffing shortages that threaten the delivery of essential public services.

We are looking for qualified and committed individuals to help strengthen the County workforce and ensure residents continue to receive critical support.

The Internal Services Department is seeking qualified candidates to fill emergency Contract Program Monitor vacancies related to this effort to stabilize critical services and accelerate hiring in high-need areas.


Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.


During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.


Those who successfully pass the assessment will be considered for permanent appointment to Contract Program Monitor.



Requirements

Monitor Living Wage Program contracts and General Contracts, which include conducting desk reviews, contract worker employee interviews, conducting assessments of compliance with regulatory requirements, and preparing reports and letters of compliance determination.


Attend pre-job meetings and present compliance requirements.


Provide technical assistance to contractors/subcontractors and client departments.


Manage project files for contractor compliance, ensuring documents and contents are accurate, complete, and in compliance with program requirements.


Maintain database record keeping and tracking of contractor documentation, compliance, reporting, and completion status.


Monitor and ensure Public Contracting Code (PCC) related projects and contracts comply with applicable statutes, regulations and criteria governing compensation and prevailing wages; ensure contractors adhere accordingly.


Monitor contracts for compliance with Labor Standard of the State of California or Davis-Bacon requirements.


Investigate potential contractual issues and prepare corrective action plans as needed; report any suspected violations to the Labor Commissioner.

Fleet

Monitors, audits and evaluates automotive services provided by contractors to ensure contract compliance.


Makes on-site visits to conduct detailed technical inspections of contract - maintained vehicles and repair facilities, maintained by contractors, and to evaluate all areas of contracted services.


Reports regularly to management regarding the quality, efficiency, effectiveness, and cost of contractor's work and services.


Prepares inspection reports of contracted services which include fee-for-service billing, quality of vehicle maintenance and repair, and compliance with performance standards to the contract.


Identifies and investigates any potential problem areas and recommends a resolution.


Maintains liaison with departmental units for all contracted power equipment services.


Maintains, interprets and summarizes statistical records of contractor activities in accordance with performance standards of the contract, based on pre­ established contract monitoring procedures.


Drives to any county department facility located throughout Los Angeles County to perform job related essential functions.


Investigates and records findings of damage to department vehicles involving equipment and personnel and preparing reports and recommendations concerning their remedy in conjunction with Departmental and contract representatives.

Returns repaired vehicles that do not meet department standards to contractor for correction or follow­ up work.

Reviews and approves contractor fee-for-service estimates for outfitting, modification, or mechanical repair for accuracy, necessity of work to be performed, and pricing in accordance with contract terms.

Qualifications

Minimum Requirements

Option 1: One year of experience at the level of an Administrative Assistant III*. Option 2: Two years of experience in a contract environment at the level of Administrative Assistant II**.

Option 3: Three years of experience at the working supervisor level*** involving fleet management and/or maintenance****.


You MUST meet the above requirement(s) in order to be appointed to fill any vacancies related to this recruitment.


Desirable Qualifications

  • Experience monitoring contracts to ensure the level and type(s) of service(s) performed are in compliance with agreed upon-terms, conditions, and regulatory requirements.
  • Experience conducting investigations and reporting on potential contractual issues and identifying follow-up actions required by the contractor/sub-contractor to be brought into compliance.
  • Current Automotive Service Excellence (ASE) certification in automotive, heavy truck, or collision/body repair.
  • Certificate in technical training from a Vehicle Manufacturer within the past 5 years.
  • An Associate's degree***** in Automotive Technology from an accredited university, college, or trade school.
  • Experience in using fleet maintenance software (i.e. Mitchell1, ALLDATA)


SPECIAL REQUIREMENT INFORMATION

*Experience at the level of Los Angeles County’s class of Administrative Assistant III is defined as an individual who defines, analyzes, and makes recommendations for the solution of highly complex operating, budgetary and financing, and other management problems of a County department, and participates in the implementation of their solution.


**Experience at the level of Los Angeles County’s class of Administrative Assistant II is defined as an individual who analyzes and makes recommendations for the solution of a variety of problems of organization, budget, systems and procedures, program, facilities planning, general management, and personnel.


***Experience at the working supervisor level refers to working with and supervising a crew compromised of at least two or more journey level automotive, bus, or truck technicians.


****Fleet management and maintenance refers to the inspection, maintenance, repair, procurement, assignment, and disposal of a diverse fleet of vehicles and equipment used for construction, maintenance operations, emergency response, and/or for basic transportation purposes, and having knowledge of the industry repair and maintenance practices and regulations.


*****In order to receive credit for the required degree/coursework, certification, and/or license, you must include a legible copy of the official diploma, official transcripts, or official letter from the accredited institution which shows the area of specialization, and/or a legible copy of the official certificate and/or license at the time of filing or within 5 calendar days from the date of filing application.
