About the Position: This position is located at the Bayne-Jones Army Community hospital situated on Fort Polk, LA. Previous Contracting Officer Representative experience is highly preferred.

Specialized Experience: One year of specialized experience which includes (1) conducting surveillance of contractor performance of a variety of complex services; (2) write, or develop, or evaluate statements of work (3) and evaluating the effectiveness of contracts.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.

in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business, finance, law, contracts, purchasing, or organization and management.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Major Duties:

  • Establish methods and systems to monitor a wide range of contractor performance activities in accordance various contracts as needed.
  • Write, develop, and evaluate statements of work that define requirements in clear, concise language identifying specific work to be accomplished.
  • Conduct the surveillance function with respect to contractor performance working closely with infection control, quality management, facilities, and clinic chiefs and nurse managers.
  • Evaluates the effectiveness of all contracts assigned for surveillance and provides leadership with supported recommendations to improve quality and efficiency.
  • Prepare receiving reports documenting adequate contractor performance.
  • Review invoices, claims, and other related documents presented by the contractor and maintains contractor files.
  • Utilize General Fund Enterprise Business System (GFEBS) to initiate new and option year contracts for medical and non-medical services.
