The Budget and Contracts unit within the Finance section is responsible for development, coordination, and oversight of a $224 million annual operating budget (2025) and a $984 million six-year CIP, a procurement & contracts team responsible to ensure effective, efficient, and timely support to agency procurement and contract administration, and a capital finance team responsible for ensuring WTD maximizes opportunities to match projects to funding opportunities.

As a Contract Delivery Specialist, you will actively apply these principles in all aspects of your work. Learn more about our commitment at http://www.kingcounty.gov/equity.
Technical advisor for capital work orders; review scopes of work, project schedules and budgets.
Contract administration and financial tracking for capital work orders and other agreements including change orders/amendments, invoicing/payments and contract/work order closeout.
Support procurement and project teams for Wastewater Treatment Division Capital Planning Section. Including but not limited to the creation of ITB and RFP documents, and collaboration with King County Central Procurement and other stakeholders during the procurement process through award.
Collaborate with Consultants and Contractors, WTD and other KC staff for the procurement, planning, implementation and closeout of capital work order contracts and a variety of goods and service contracts.
Compliance with Federal, State and local laws, KC policies/procedures.
Ensure that internal project information management database information and accessible information is updated in a timely and accurate manner.
Work with Division staff to develop contracts and mitigate risks to protect King County from being subject to litigation, criticism or unanticipated costs due to unclear, ambiguous, and non-compliant contract documents.
Work Location: The F&A team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change.
The primary onsite location is King Street Center, 201 S. Jackson, Seattle, Washington 98104.
Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.King County has a robust collection of tools and resources to support working remotely.
