DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

The Contract Administrator will assist the Senior Staff Analyst with contract management and contract administration functions for the Construction Technical Services. The Contract Administrator shall oversee contract lifecycle management, maintenance, and closeout process.

Essential job duties and responsibilities include:

  • Work with project managers and contractors to ensure contractual obligations are met.
  • Provides guidance to project managers and management on the interpretation of contractual terms.
  • Maintain computer database for the contract management dashboard.
  • Train project managers and other employees on contracting protocols and best practices.
  • Represent the department at pre bids and kick-off meetings.
  • Review and address requests for price increases.
  • Ensure contractors remain in compliance with specifications, legal requirements, and City and State regulations.
  • Coordinates with other departments on issues related to contract documents.
  • Track authorizations, change orders, and other correspondences.
  • Any other duties assigned.

WORKING CONDITIONS
The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.

This is a Department of Houston Public Works Management position at the Tier III Level.

Requirements

EDUCATIONAL REQUIREMENTS:
Requires a Bachelor's degree in Public Administration, Business Administration, Government or closely related field.

EXPERIENCE REQUIREMENTS:
Two (2) years of contract compliance or other related professional analytical compliance experience are required.

Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

LICENSE REQUIREMENTS:
None

Qualifications

This position requires proficiency in SAP, OneMeeting, MS Excel, research skills, use of analytical judgment, and pays attention to details.

Good organizational, verbal and written communication skills and ability to work effectively with all levels of management. Prefer knowledge of contract management or procurement procedures.


Work is complex and varied, and requires the interpretation of contracts and detailed guidelines, policies and procedures in combination. Analytic ability is needed to gather and interpret data where answers can be found only after careful analysis of several facts.


Valid driver’s license and compliance with the City of Houston driving policy A.P. 2-2
