ABOUT US
In 2000, the General Services Department (GSD) was established to construct, improve, operate, and maintain the City’s building portfolio.
Since that time, GSD has evolved into a full-service, client-centered department that provides a comprehensive suite of services to over 300 facilities: representing 7.7 million square feet of occupied space.
As a full-service department, GSD assists its clients in identifying the appropriate real estate solution and then provides design and construction services for the development of the facility.
Once the facility is ready for occupation, GSD provides energy, property, and security management services to ensure the lights come on and the facility is clean, well-maintained, and secure.
To further enhance the operation of its facilities, GSD established the Sustainable Growth division.
The General Services Department is looking for a creative, enthusiastic, self-directed, and organized Contract Administrator (Capital Projects).
This role will perform professional level construction project control and contract administration duties.
The selected candidate will perform professional administrative work in the development and fulfillment of Capital Projects contracts, monitoring and resolving problems and disputes related to compliance with contracts and agreements.
Candidates must be familiar project management software.
The Contract Administrator (Capital Projects) duties include but are not limited to:
Works with project managers, design firms, contractors, City departments (including liaison with the Legal Department) and clients to ensure project data and documents are correctly entered and uploaded into the systems.
Assists with the procurement process and contract administration.
Prepares bids, specifications, tests and progress reports, and other exhibits that may be required. Reviews and approves progress payments and other disbursements
Assist with procedures, checklists, and templates for the Design & Construction Division
Drafts Request for Council Actions (RCAs), Request for Proposal (RFP and RFQ) packets for the solicitation of vendors, Professional Services Contracts and Construction Contracts.
Follows up with management on contract compliance issues.
Verifies insurance and bond documents for city contracts.
Assists with ongoing Capital Improvement Project (CIP) development, tracks and analyzes Capital Improvement/Capital Reinvestment project data.
Works with Finance Department and other City departments to resolve problems regarding agreements and create Project Budget Justification Forms.
Works with operational personnel to ensure compliance with agreements.
Research contract issues and prepares information relating to contracts, agreements and practices; drafts correspondence to various individuals relating to established agreements.
Reviews and approves progress payments and other disbursements
Performs other duties as assigned.
WORKING CONDITIONS
There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. Requires the ability to make simple gross motor responses within large tolerances.
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Public Administration, Business Administration, Government or closely related field.
EXPERIENCE REQUIRMENTS
Two years of contract compliance or other related professional analytical compliance experience are required.
Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

Preference will be given to qualified applicants with the ability to demonstrate strong analytical, communication, and coordination skills.
The ability to possess a thorough understanding of contract administration, design and construction knowledge, design and construction processes and project delivery methods is desired.
The following experience is highly preferred:
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
