Base salary range: $62,107 - $80,737

This job involves overseeing construction projects for the U.S.
Army Corps of Engineers, where you'll review contractor plans, monitor progress, ensure quality and safety, and help negotiate changes to keep projects on track.
It's a hands-on role supporting engineers in managing federal building contracts in Jersey City, New Jersey.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position functions under the general supervision of the Resident Engineer who assigns work in terms of priorities and specific construction requirements prior to construction activities.

Specialized Experience GS-11: One year of specialized experience which includes: (1) Assist in reviewing contractor proposals by performing cost comparisons, developing portions of government estimates, and contributing to technical analyses.
(2) Support contract administration by monitoring contractor progress, reviewing payment estimates, and helping enforce safety and quality requirements in coordination with senior engineers.
(3) Participate in negotiations for contract modifications and claims by researching cost data, preparing supporting documentation, and drafting negotiation summaries.
(4) Review plans and specifications for constructability issues, conduct site visits and field measurements, and help develop engineering data to support proposed change order.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
Specialized Experience GS-12: One year of specialized experience which includes: (1) Review contractor proposals, perform cost/price analysis, and develop government estimates and pre-negotiation objectives.
(2) Administer construction contracts, monitor progress and payments, and enforce safety and quality requirements.
(3) Lead negotiations on contract modifications and claims; analyze entitlement and costs and document settlement positions.
(4) Review plans and/or specs for constructability, conduct site visits and measurements, and develop data to support change orders.
