Full Job Description

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service.

It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.

It is in the Professional Work Category at the Expert Work Level within the CES Occupational Structure. It is located in the DISA ACQ/SERVICES PEO (SD3) .

In order to qualify for this position, you must meet the requirements described below.

Basic Requirement: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science.

At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

All academic degrees and course work must be from accredited or pre-accredited institutions.

Qualifying Experience: To qualify at the GG-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position.

Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: Experience developing strategic road maps for diverse portfolios (cloud, mobile, voice, or video) through systems engineering and trade-off analysis; OR Experience designing secure and resilient inter-operable IT systems, requiring strict, multi-level data segregation and access controls; OR Experience developing and overseeing the acquisition/procurement life cycle process, architecture, engineering and leading the full life cycle of IT global collaboration platforms.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume.

All qualifications must be met within 30 days after the closing date of this announcement. Major Duties:

  • Directs and performs complex in-depth system engineering trade-off analyses among alternative technical strategies to achieve Enterprise Collaboration Services (ECS) capabilities.
  • Serves as an expert in computer architecture and technology and participates in all activities to ensure that the mission is planned, coordinated, and effectively executed.
  • As the lead systems engineer and architect, develops information architectures or modifications thereto, or participates in the development of Department-wide policy, guidelines, frameworks and implementations.
  • The incumbent quantifies and translates advanced methodologies, concepts and techniques into more versatile, reliable, survivable and secure systems to meet critical information management missions.
  • Provides technical and program leadership in the use of prototyping of new systems for information management applications.
