Full Job Description

In this position, you will serve as a Compliance and Enforcement Specialist, who provides oversight of the enforcement process, to ensure complete, accurate, and supportable evidentiary materials appropriately to sustain enforcement actions.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Interpreting and applying compliance principles, concepts, and practices.

Reviewing financial records and other data to understand trends, patterns, and identify potential deficiencies.

Recognizing and providing resolutions for deficiencies in regulatory and policy requirements through written communications.

OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D.

or equivalent doctoral degree in agriculture, accounting, economics, business, government, law OR: LL.M., if related Equivalent combinations of education and experience are qualifying for this grade level.

FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Leading and conducting audits and reviews of applicable entities to monitor compliance with regulatory and policy requirements.

Conducting research, extracting information, synthesizing results into readily usable form that provide managers policy analysis, options, and recommendations related to compliance and enforcement activities.

Reviewing and interpreting financial audits and statements, and budgets. Note: There is no education substitution for this grade level.

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Directing and performing complex audits and reviews of applicable entities for compliance with regulatory and policy requirements, Reviewing reports and written documents prepared by peers for technical accuracy, proper interpretation/communication of policy, responsiveness, and tone.

Recommending and leading the development of procedures, reviewing criteria and regulatory approaches for use in administering enforcement activities.

Note: There is no education substitution for this grade level. TRANSCRIPTS are required if: You are qualifying for the position based on education.

You are qualifying for this position based on a combination of experience and education.

This education must have been successfully completed and obtained from an accredited school, college, or university COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements.

The total percentages must equal at least 100 percent to qualify for that grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Carrying out a variety of analytical assignments related to marketing order and agreement program compliance and enforcement.
  • Analysis and presentation of import data and the coordination of information from various sources.
  • Recommends and leads the development of procedures, review criteria and regulatory approaches for use in administering enforcement activities.
  • Attends and makes presentations at conferences and seminars sponsored by various groups, to promote awareness and understanding of regulations.
  • Conducts audits, either on-site or virtually, of importers, handlers, and Marketing Order Boards/Committees to monitor compliance with requirements.
  • Provides training to headquarters, marketing field offices, and marketing order program staffs in various areas of compliance on a regular basis.
  • Reviews reports and correspondence prepared by Branch specialists for technical accuracy, proper interpretation/communication of policy, responsiveness, and tone.
