Full Job Description

This position is located in the Business Operations & Services (NWPO) organization of the Workplace Services and Business Operations (NWP), Workplace Services (NW), Chief Administrative Office (N), Bonneville Power Administration (BPA).

The purpose of this position is to serve as the BPA-wide Lead Management and Program Analyst for employee transportation and commuter support services, motor pool operations, and internal conferencing programs.

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service.

Specialized Experience for this position is defined as: 1) administering an organization wide program (e.g.

commuting/parking program); AND 2) administering Service Level Agreements (SLAs) or contracts for services with internal or external organizations.

"Experience" refers to paid and unpaid experience.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

As a Contract Management & Business Operations Specialist, you will: Manage BPA's parking programs across multiple locations, including Ross and Portland HQ.

Oversee administration of public transit programs including Hop Fastpass distribution and reimbursements. Administer BPA-wide motor pool operations at Portland HQ and the Ross Complex.

Oversee daily management of BPA's internal vehicle fleet. Provide oversight for all conference services operations.

Develop, negotiate, and manage service-level agreements (SLAs) with internal organizations to clarify service expectations, support needs, and escalation procedures.

Serve as Contracting Officer's Representative (COR) or alternate COR for contracts supporting parking services, transit passes, and administrative services.

Develop and administer program budgets, monitor expenditures, and provide financial forecasts.
