Requirements

The Community Services Program Manager acts as both a strategic and operational leader within the Public Assistance and Support Division of the Loudoun County Department of Family Services. This position reports to the Assistant Director of the Public Assistance and Support Division or their designated representative. This role oversees programs designed to prevent homelessness, enhance access to resources, and support vulnerable individuals and families through crisis response, community navigation, housing stabilization, and emergency assistance. The position provides direct supervision to the Community Support Services and Homeless Assistance Teams and matrix supervision to additional support roles.

The Program Manager is responsible for the full life cycle of contracted homeless services programs, including oversight of the Homeless Services Center, Drop-In Centers, and the Hypothermia Prevention Shelter. This role ensures services comply with performance standards established through federal, state, and local regulations, including requirements outlined in the Virginia Homeless Solutions Program (VHSP) grant and statewide homelessness response initiatives. In collaboration with internal and external partners, the Program Manager ensures contractual and program alignment with HUD Homeless Continuum of Care (CoC) standards, state grant expectations, and local policies, including the Community Fund Policy.

This position manages fiscal stewardship responsibilities, including grant budget management, monitoring expenditures, auditing contract invoicing, ensuring documentation compliance, and implementing corrective actions when necessary. The Program Manager leads continuous Quality Assurance (QA) and performance improvement initiatives grounded in evidence-based best practices such as trauma-informed care, Housing First approaches, person-centered service delivery, harm reduction strategies, and consistent operational oversight. The role requires advanced leadership skills, high accountability, strong collaboration, and the ability to navigate evolving service needs, community partnerships, emergency operations, and policy shifts.

Hiring salary commensurate with experience.

Qualifications

Bachelor’s degree in Social Work, Psychology, Sociology, or a related field; five (5) years related work experience including one (1) year of supervisory or team lead experience; or equivalent combination of education and experience.

Preferred Qualifications:
  • Master’s degree in Social Work, or a related field.
  • Experience working in local government or a department of social services.
  • Contract/Grant-writing experience.
  • Knowledge of laws and regulations as applied to assigned areas.
  • Bi-lingual skills in Spanish and English.

Additional Information

Program and Operational Leadership
  • Provide strategic and operational oversight of Community Support Services and Homeless Assistance Teams.
  • Ensure programs follow established best practices in service delivery including: Housing First, Trauma-informed engagement, Harm reduction, Motivational interviewing, and Person-centered program planning.
  • Develop, implement, and evaluate program workflows, operating procedures, and service expectations to ensure effective, consistent, and compliant service delivery.
Contract and Vendor Management
  • Lead administrative and operational oversight of vendor-operated programs including the Leesburg Homeless Services Center, Sterling and Leesburg Drop-In Centers, and the seasonal Hypothermia Prevention Shelter.
  • Conduct routine contract compliance reviews, quality assurance assessments, documentation monitoring, and site inspections.
  • Serve as the primary County liaison to contracted service providers, ensuring accountability to performance expectations, deliverables, and reporting requirements.
  • Coordinate and issue corrective action plans related to contract performance, operational gaps, or documentation findings.
Grant, Fiscal, and Policy Administration
  • Administer and monitor grant-funded services including programs supported through the Virginia Homeless Solutions Program (VHSP).
  • Oversee program budgets, track expenditures, and ensure services operate within authorized financial parameters.
  • Review, reconcile, and validate vendor invoices, contract submissions, reimbursement requests, budget tracking files, and required documentation for accuracy and compliance.
  • Administer and monitor funding allocations provided through the Community Fund Policy, ensuring documentation requirements, eligibility standards, and program intent are consistently applied.
  • Provide fiscal forecasting, expenditure tracking, and reporting to ensure long-term stability and compliance with funding requirements.
Compliance, Reporting, and Quality Assurance
  • Ensure compliance with federal, state, and local mandates, funding conditions, policies, and regulations.
  • Oversee required data entry into HMIS and additional reporting systems aligned with grant, contract, or operational requirements.
  • Submit required federal, state, and local reporting accurately and on schedule.
  • Lead and implement quality assurance initiatives including record audits, performance monitoring dashboards, data validation, and performance improvement plans.
  • Analyze service trends, caseloads, financial usage, and outcome data to guide operational planning and inform system-level improvements.
Emergency Operations and Community Engagement
  • Serve in an Emergency Support Function 6 (ESF-6) capacity supporting sheltering and response operations during emergencies or declared events.
  • Coordinate with community partners, providers, and public agencies to support service delivery continuity.
  • Provide public education, presentations, and technical support related to homelessness response, emergency services, and community resources.
  • Represent the County on task forces, committees, regional workgroups, and interagency collaborations.
Leadership and Workforce Development
  • Provide leadership, supervision, and performance management for assigned staff.
  • Oversee recruitment, selection, onboarding, and ongoing skill development of team members.
  • Develop staff capacity through clear expectations, program alignment, accountability, and coaching.
  • Foster a professional environment focused on accountability, service excellence, trauma-informed practice, and effective communication.
