Job Description

Summary

This role involves analyzing and improving community and economic development programs to help residents find jobs, start businesses, and build stronger neighborhoods in Los Angeles County.

The analyst prepares reports, works with other agencies to resolve issues, evaluates program performance, and recommends ways to make services more effective, especially for underserved groups.

It's a good fit for someone with experience in program analysis or community services who enjoys teamwork, problem-solving, and supporting economic growth.

Key Requirements

  • One year of experience at the level of Community Services Analyst I in developing or implementing community and senior services programs
  • Or, three years of staff experience analyzing and recommending solutions for organizational, procedural, program, budget, or personnel problems
  • Ability to prepare proposals, plans, reports, and recommendations using investigative, factual, and analytical data
  • Skill in meeting with county departments and external agencies to resolve conflicts and promote economic resiliency
  • Experience evaluating program or fiscal operations for compliance with contracts, plans, and regulations
  • Proficiency in assessing program effectiveness and developing recommendations for policy, goals, and procedures
  • Capability to provide lead supervision to staff on projects and act as unit head when needed

Requirements

  • Prepares proposals, plans, reports, and recommendations including investigative, factual, and analytical data in support of proposed community resiliency programs.

  • Meets and confers with various representatives of other County departments and outside jurisdictions and agencies in an effort to resolve conflicting or divergent opinions and to effect economic resiliency and growth.

  • Serves in a resource capacity to countywide stakeholders participating in community and economic utilization programs.

  • Interprets governing policies, regulations, and ordinances to contracting agencies.

  • Evaluates performance of program or fiscal operations for compliance with applicable contracts, plans, and regulations.

  • Develops recommendations for the creation of policy, goals, organization, operating procedures and administration of programs.

  • Participates as a team member in the assessment of funding proposals submitted by prospective contract agencies.

  • Assesses the effectiveness of existing programs and develops recommendations for additional or alternative plans to improve community and economic utilization program delivery.

  • Provides lead supervision of staff assigned to assist in the completion of a project, as needed.

  • Performs as the unit head in their absence, as needed.

Qualifications

REQUIREMENTS TO QUALIFY:


OPTION 1:

One year of experience participating in the development or implementation of community and senior services or related programs at the level of Los Angeles County's class of *Community Services Analyst I.


- OR -


OPTION 2:

Three years of experience in a **staff capacity analyzing and making recommendations for the solution of problems of organization, procedure, program, budget or personnel.



*Community Services Analyst I is defined as experience in conducting the development and evaluation activities in connection with community programs, economic utilization programs, or both.


**Staff capacity is defined as work that includes assisting and supporting administration by doing research, analysis, and making recommendation to line managers on matters such as, utilization of personnel, allocation of funds, workload and workload fluctuations, and programs and procedures for accomplishing work objectives.


Required experience must be fully met by the last day of filing and clearly indicated on the application.


LICENSE:

A valid California Class C Driver License or the ability to apply an alternative method of transportation when needed to carry out job-related essential functions.


PHYSICAL CLASS II:

This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.


DESIRABLE KNOWLEDGE AND SKILLS:

  • Experience in providing community and economic program resources, industry specific expertise, and entrepreneurial start-up support to small businesses.

  • Experience with presenting and crafting presentations using MS Publisher, MS PowerPoint, and/or Canva.


SPECIAL REQUIREMENT INFORMATION:

Experience is evaluated on the basis of a verifiable 40-hour week. Prorated part-time experience will be accepted. Include the number of hours worked per week for each position.

ELIGIBILITY INFORMATION:

The names of applicants receiving a passing score in this examination will be placed on the eligible list in the order of their score group for a period of one year following the date of promulgation.


The resulting eligible list for this examination will be used to fill vacancies within Economic Opportunity.


No person may compete for this examination more than once every six months.
