The Health Systems Specialist directly reports to the Associate Director of Operations.
Provides administrative and operational leadership for multiple CBOCs, overseeing workflows, budgets, policy compliance, strategic planning, and COTR responsibilities.
Collaborates with clinical and administrative leaders to ensure patient access, high-quality care, and efficient service delivery across all assigned clinics.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

Individual Occupational Requirement: The 0671 series requires specific education or experience to be met in order to be appointed into a position of this series.
You must meet the pre-determined Education or Experience Individual Occupational Requirement below as set by Office of Personnel Management (OPM), Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field.
This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities.
Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.
Qualifying specialized experience can include: Manage CBOC operations, ensuring compliance with VHA/VISN policies, overseeing wait-list processes, coordinating with clinical leadership, and supporting Joint Commission/EPRP readiness.
Directed budget formulation and execution for CBOCs, maintaining internal controls, monitoring fund usage, and recommending resource adjustments to meet operational needs.
Lead long- and short-range planning, analyzing workload and performance data, developing goals, and implementing process improvements to enhance program efficiency and patient access.
Serve as COTR, monitoring contractor performance, certifying invoices, evaluating compliance with contract requirements, and recommending improvements to contracted services.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.
Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Work is sedentary, and the employee may sit comfortably.
There may be some walking, standing, bending, carrying of light items, driving of an automobile, etc.
Fieldwork may involve traveling to other facility sites of care, interviews, meetings, and sources of information.

Major Duties:
Duties include but are not limited to: - Manages administrative and operational functions of multiple CBOCs, ensuring effective and compliant clinic operations.
- Coordinates with Primary Care, Specialty Care, Nursing, and Business Managers to align CBOC operations with VHA, VISN, and facility goals.
- Provides oversight of contracted CBOCs and serves as COTR for all CBOC-related contracts and leases.
- Supervises GS-09, GS11, and GS-12 staff supporting CBOC operations, providing leadership, guidance, and performance evaluation.
- Develops, implements, and monitors CBOC program policies, goals, and performance measures.
- Prepares for Joint Commission, EPRP, and other external surveys by coordinating required documentation and readiness activities.
- Oversees the management of patient wait times, ensuring accurate workload reporting and timely access to care.
- Collaborates with OIT to ensure accuracy of clinical, administrative, and workload data across CBOCs.
- Formulates and executes annual budgets, manages fund control points, and recommends resource adjustments.
- Conducts long- and short-range planning to support patient care needs and operational effectiveness.
- Leads process improvement initiatives using audits, data analysis, and performance tools to address deficiencies and enhance operations.
- Prepares controlled correspondence, including responses to Congressional, GAO, and OIG inquiries. Work Schedule: Monday - Friday 8:00 AM - 4:30 PM Telework: Not eligible for Telework.
