The Behavioral Health and Recovery Division (BHRD) of DCHS is looking for a Substance Use Disorder Prevention Coordinator - Project/ Program Manager II (PPM II), to manage Community Prevention and Wellness Initiative (CPWI) services in King County, funded through a contract from the Washington State Health Care Authority (HCA) Division of Behavioral Health and Recovery Services (DBHR).

WORK SCHEDULE/CONDITIONS: This is a Special Duty Assignment (SDA) or Term-Limited Temporary (TLT) position anticipated to end 24 months from the start date, but subject to change dependent on operational need.This position is scheduled to work 40 hours per week, Monday - Friday, 8 am - 5 pm.

This position meets the provisions of the Fair Labor Standards Act and is overtime eligible with supervisory pre-approval. This position is represented by OPEIU.


MISSION CRITICAL POSITION STATUS: This position has been designated Non-Mission Critical.

Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather.

TELEWORKING REQUIREMENT: DCHS works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is the Chinook Building at 401 Fifth Avenue, Seattle, WA 98104.


Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.


King County has a robust collection of tools and resources to support working remotely.

Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Requirements

  • Assist in managing this HCA/ DBHR grant focused on CPWI services. Ensure CPWI services are planned, delivered, reported, and evaluated in accordance with the state grant requirements.
  • Prepare and monitor subcontracts in Agiloft with fiscal agents that deliver CPWI services through a coalition-based model according to King County protocols, with the support of the program Lead.
  • Provide technical assistance to the CPWI coalitions to coordinate and implement prevention programs designed to prevent or delay the misuse and abuse of alcohol, marijuana, tobacco, and other drugs among youth up to age 18 and young adults ages 19-25 in their approved geographic areas in accordance with HCA/DBHR’s CPWI Coalition Guide.
  • Submit Action Plans and Budgets to HCA/DBHR for approval, then monitor their status.
  • Ensure accurate, timely reporting in the HCA/ DBHR database, Minerva, by King County staff and CPWI coalitions. Serve as a resource for CPWI coalitions on using Minerva.
  • Monitor budgets for both King County costs and allocations to the CPWI subcontractors.
  • Coordinate with King County fiscal staff to ensure that A-19 invoices to HCA are correct and timely and track the status of these invoices.
  • Review reports and help process monthly billings from CPWI fiscal agents. Review to ensure the reports and billings fit within the approved Action Plans and Budgets.
  • Design and update tracking sheets for CPWI billings by the fiscal agents, including multiple funding sources.
  • Assist in monitoring subcontractor compliance by helping to coordinate annual onsite programmatic and fiscal reviews of the CPWI coalitions, and monitoring prevention programming including conducting regular program observations.
  • Attend monthly coalition meetings with the CPWI coalitions, as well as special events, such as the annual Key Leader Events.
  • Participate in meetings/events and complete trainings required by DCHS/BHRD and HCA/DBHR, including regular staff meetings, monthly calls between HCA/DBHR and CPWI coalitions, the annual Washington State Prevention Summit, and the annual Coalition Leadership Institute.
  • Assist in reviewing media materials related to CPWI and ensure HCA’s approval.
  • As needed, participate on interview panels for related CPWI positions.
  • Perform other duties as assigned.

Qualifications

  • At least three years of experience in program/project management in tracking, managing, and monitoring grant requirements.
  • A combination of education and experience that demonstrates the ability to perform the job duties of the position.
  • Excellent written and verbal communication skills with internal and external entities.
  • Knowledge of and experience working with funders and providers.
  • Knowledge of substance use disorder prevention frameworks/concepts.
  • Proficiency using software/ platforms such as Microsoft Word, Excel, Outlook, Teams, Sharepoint, and Agiloft.
  • Experience with monitoring subcontracts, including providing technical assistance to subcontractors.
  • Ability to understand and navigate databases and provide technical assistance to Community Prevention and Wellness Initiative (CPWI) coalitions in reporting their data.
  • Experience in monitoring budgets.
  • Ability to plan work independently and with a team.
  • Ability to work with diverse individuals and communities, and knowledge of Equity, Race, and Social Justice.
  • Experience gathering and utilizing data and generating reports for presentation to management, funde,r and/or stakeholders.


Desired Experience, Qualifications, Knowledge, Skills

  • Experience working in the substance use disorder prevention field and/or related fields.
  • Experience in providing technical assistance and support to organizations, providers, and/ or individuals.
  • Knowledge of community and regional resources related to substance use disorder prevention.
  • Have and maintain a Certified Prevention Professional/ International Certified Prevention Specialist credential.
  • Valid Driver’s License or the ability to travel throughout the County in a timely manner.
