Key Requirements

  • Experience in place-based efforts related to housing stability, small-business support, workforce development, or community-centered economic development

THE OFFICE

The Office of Planning & Community Development (OPCD) ensures that City departments are aligned and coordinated in planning and advancing equitable development for Seattle’s future growth.

THE JOB

We are recruiting for a 2-year, benefitted temporary assignment to continue the collaborative work OPCD has been doing with the South Park neighborhood.

This work focuses on planning for neighborhood stability and community wealth in the context of potential future changes to the SR 99 corridor, ensuring that public investment supports housing stability, small business continuity, and long-term economic opportunity.

We are seeking applicants with expertise in community ownership and non-speculative development, housing and land systems, small business and workforce strategy, and/or public investment planning.

Ideally, you will bring depth in at least one of these areas and working knowledge across others, with the ability to independently assess neighborhood conditions and translate analysis into practical, community-rooted strategies that prevent displacement and build long-term economic stability.

This work requires a technically grounded strategist who can work in close partnership with community-based organizations to clarify priorities and co-develop durable implementation pathways.

The assignment priorities are:

  • Developing community-informed strategies to protect neighborhood stability during corridor change
  • Identifying pathways to community stewardship of land and assets
  • Preparing actionable strategies for early/near-term implementation

To be effective in this role, you have:

  • Worked successfully across disciplines and sectors, including housing, economic development, workforce or job training programs, land use planning, and public investment
  • Strong listening and accessible communication skills across all formats and audiences, including the ability to synthesize and share technical, policy, and community information clearly
  • Second or multiple language skills (not required, but helpful)

Qualifications

In addition to the skills and abilities listed above, this job requires the following or a combination of experience, training, and education that provides an equivalent background to perform the job:

Five years of professional experience in community development, housing and real estate strategy, land use and zoning analysis, small business or workforce development, public investment planning, or related neighborhood-scale economic development work.

OR

Four years of professional experience in community development, housing and real estate strategy, land use and zoning analysis, small business or workforce development, public investment planning, or related neighborhood-scale economic development work, and an associate’s degree in planning, urban design, environmental studies, public administration, or a related field

OR

Three years of professional experience in community development, housing and real estate strategy, land use and zoning analysis, small business or workforce development, public investment planning, or related neighborhood-scale economic development work, and a bachelor’s degree in planning, urban design, environmental studies, public administration, or a related field

Additional Information

This 2-year temporary assignment is classified as a Planning & Development Specialist, Senior, and is represented by a Collective Bargaining Agreement with PROTEC17 – Professionals Unit. The salary range is $56.23 - $65.54.

This position offers a hybrid work schedule. Individual schedules will be based on agreement between the employee and management.
