About the position: This position is Non-appropriated Fund (NAF) and will be assigned to the Community Center at Wright-Patt AFB.

Plans, coordinates, implements, manages, supervises and administers all centers programs and activities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience.

Your resume must clearly describe your relevant experience; if the position allows for qualifying based on education, your transcripts will be required as part of your application.

Three years of progressively responsible administrative, professional, technical or other work which has provided a general knowledge of management principles and practices.

In addition, applicant must have 2 1/2 years specialized experience such as: Experience in the operation and management of Services activities; extensive training and/or experience in all phases of business resale and funds management; skill in gathering, interpreting, and evaluating data; knowledge of retail sales, purchasing, inventory control, marketing/ advertising, facility layout and design.

Must have knowledge of a wide range of principles, concepts, methods in planning, implementing, and managing a community recreational and leisure program.

Must have working knowledge of accounting procedures. Knowledge of APF/NAF budget processes is desirable. Supervisory experience desired. Must possess and maintain a valid state driver's license.

Must provide a copy of driving record. This is a drug testing designated position (TDP). The incumbent must be able to complete a pre-employment drug test and is subject to random testing for drug use.

Must be able to satisfactorily complete a Tier 1 (National Agency Check with Inquires) background investigation.

Incumbent must be able to work other than normal duty hours, to include evenings, weekends, and/or holidays. Major Duties:

Plans, coordinates, implements, manages, supervises and administers all centers programs and activities.

Provides a wide range of recreational, leisure, self-directed and services for DoD military, civilian and dependent population. Coordinates schedule with other related agencies to avoid conflicts.

Responsible for scheduling, coordinating meeting room(s) reservations and rental venue for social events. Serves as the project officer and coordinator for base-wide events.

Coordination of these events require communications with all ranks and types of people requiring tact and diplomacy.

Coordinates and maintains a calendar of Wright-Patterson recreation programs and special events. Has full supervisory responsibility for Community Center and snack bar personnel.

Responsible for overseeing and managing the workload of staff, ensuring adequate productivity levels and timely completion of work.

Responsible for work force management, recruitment, training, and performance evaluation of staff. Prepares realistic appropriated and non-appropriated budgets and quarterly adjustments.

Ensures the section meets established financial goals. Works closely with Club Manager and catering for catering social events and snack bar operations.

Complies with directives to ensure the AF assets and interests are protected. Forecasts requirements for supplies, equipment, transportation, etc. Completes retail sales.

Ensures all required items are available when needed. Keeps procurement records and conducts regular follow-ups.

Prepares purchase requests for equipment, entertainment and orders through supply channels for FSS/FSW facilities.

Writes Internet Based Purchasing System (IBPS) contracts, conducts market research and enters them into IBPS IAW DAFI, local OIs and Contracting Officers guidance.

Manages facilities to ensure meticulous housekeeping is provided throughout the hours of operation. Serves as the property custodian getting late-night calls if facilities are left unsecure.

Responsible for all property, personally signing for non-appropriated and appropriated fund properties.

Submits work requests for repairs and condition of furniture to ensure interior design and aesthetics of the facility are maintained.

Works closely with ground safety officials, fire department specialists, and security police to ensure compliance with their regulations.

Inspects facilities to ensure safety hazards are removed and/or corrected, proper exit procedures are provided, and fire safety equipment is available and functioning properly.

Trains staff on fire/safety prevention and emergency exit procedures. Ensures prompt correction of operational deficiencies that constitute an immediate threat to health and safety.

Must work an uncommon tour of duty which includes nights, weekends and holidays.

This position may require operating a government vehicle to drive or transport items in support of organizational operations. Performs other related duties as assigned.
