Full Job Description

The Digital Engagement Specialist manages social media outlets such as Facebook, Twitter, YouTube, Google+ and emerging social media platforms.

The digital engagement specialist is the primary lead in providing all on-line postings to social media venues, and emerging platforms as they develop.

This position is located in the Veterans Health Administration (VHA), Office of Communications and is the primary day-to-day operational lead in social media communication with VHA audiences.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/23/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Expert knowledge of Federal, VA, and VHA intranet and internet regulations.

Expert knowledge of the tools, software, and processes used to develop and promote a website.

Expert knowledge and skill in applying analytical and evaluative methods and techniques or issues to resolve social media concerns.

Conveys complex information on medical care program activities, to provide, discuss, and advise top level management, individuals outside of VA, congressional staff, and the general public on VHA issues and gain their support.

Expert knowledge of current social media networks and best practices for employing them to engage audiences.

Major Duties:

Major duties include but are not limited to: Lead for identifying the need for new materials and enhancing existing social media sites' content.

This includes not only providing appropriate Web-oriented Written materials, but also providing video and graphic support.

Provides and interprets social media usage and status reports generated by Office requirements.

Assists in developing and composing documents on an entire spectrum of web site materials intended for veterans, veterans' families, caregivers, medical personnel and VA leadership, as well as the general public.

Assists in the development of information that ensures public understanding, appreciation and support of the programs, activities and objectives of the Department of Veterans Affairs and the Veterans Health Administration.

Conducts interviews and research to determine the nature of the audience and any other special considerations to use for web materials.

Develops content from a variety of agency resources, including the public affairs offices of medical centers as well as program and research offices.

Work Schedule: Monday-Friday, 08:00-04:30pm Compressed/Flexible: Available Telework: This position may be authorized for ADHOC telework.
