Full Job Description

Commissary Contractor Monitors conduct quality assurance inspections and contract surveillance duties of specified commissary stocking, order-writing, custodial, receiving, holding and/or other contracted services performed in a commissary.

You must meet the Office of Personnel Management (OPM) qualifications for series 1101 and additional requirements by the announcement closing date.

Your resume (and/or transcript if necessary) must clearly show that you have the qualifications described below. You can use experience, education, or a combination of the two to qualify.

Experience: Your resume must clearly show that you have one (1) year of specialized experience equivalent to at least the GS-4 grade level.

Experience can be under other Federal service pay systems, private sector, or military.

Examples of qualifying experience include: Conducting quality assurance inspections and contract surveillance duties of specified commissary or retail grocery contracted services.

Applying retail grocery store administration policies and procedures as they relate to established contracts. Monitoring vendors and/or contractors in a retail setting to ensure proper inventory.

OR Education: Four (4) full years of successfully completed education above high school at an accredited business, secretarial, technical school, junior college, college, or university.

Transcripts are required if relying on education, in whole or in part, to qualify. See Required Documents for more information.

OR Combination of experience and education: To calculate the combination, divide your total months of experience by 12, then divide your semester hours by 60 and add the two percentages.

If the total is 100%, you meet the minimum qualifications through a combination of experience and education.

You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Physical requirements: (1) Stand, walk, crouch, stoop, stretch, bend and reach for prolonged periods. You will attest to your ability to perform these physical requirements in the Questionnaire.

Conducts quality assurance inspections and contractor surveillance.

Provides comments and recommendations for additions, deletions, or changes to contractor services to ensure compliance with DeCA directives.

Approves or rejects contractor's work schedule and checks work for quality and timeliness.

Maintains the store's space allocations program by such duties as designating to the contractor proper item shelf locations when shelf tags are missing or otherwise not identifiable.

Advises commissary or contracted order writers. Acts as the commissary manager's representative during the nighttime hours to ensure government property is secure.

This position offers promotion potential to a higher grade. To prepare you for the higher grade, work assignments will be progressively more complex.

After meeting all qualifications and requirements for the next grade level and with your supervisor's recommendation, you may be promoted without further competition.
