UNCLASSIFIED POSITION IN THE OFFICE OF THE TAX ASSESSOR
SALARY FOR THIS POSITION IS $74,860

Minimum Qualifications: Bachelor's degree in real estate, construction, business or related field is required; supplemented by five (5) years of experience in property evaluation, appraisal or assessment; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required:
Must be a certified Appraiser III or obtain certification within one (1) year of appointment. Must possess and maintain a valid Georgia driver's license.

Specific Knowledge, Skills, or Abilities:
Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Requirements

Purpose Of Classification:
The purpose of this classification is to conduct complex appraisals of commercial and industrial property in the County to determine fair market value for taxation purposes and to maintain an accurate and equitable valuation of the property. Responsibilities include appraising commercial/industrial property, collecting cost data regarding construction costs of buildings, determining property depreciation schedules, and supervising the work of assigned staff. This classification is distinguished from the Commercial-Industrial Property Appraiser by a greater level of responsibility and experience.

Essential Functions/Additional Functions:


Supervises, directs, and evaluates assigned staff: prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.

Appraises new and existing commercial and industrial property for tax billing purposes; conducts field reviews; locates assets and property for appraisals; gathers and records data effecting values; makes calculations and applies data to appraisals; prepares detailed records for use in calculating appraised values; applies state and local laws pertaining to property assessments and appraisals; appraises fair market value of taxable property.

Reviews various records and documentation in association with determining appraised values; verifies sales and market data; verifies ownership for proper classification; identifies other factors impacting value of existing properties, such as features, depreciation, lending rates/terms, sales/ratio analysis, commercial cost data, income streams, expenses, tenant rolls, asset schedules, balance sheets, cost schedule changes, or other factors; audits property records; and researches discrepancies.

Calculates appraised values; calculates approximate amount of taxes due; maintains fair market value, uniformity, and equalization of comparative property; enters appraisal data into computer; enters previously collected field data into computer; generates reports from computer system.

Responds to highly complex and/or difficult formal appeals related to commercial/industrial property valuation; provides information; verifies records; conducts additional research and field reviews; provides documentation; defends appraisal values to Board of Equalization; and modifies appraisals as appropriate; attends and testifies in Superior Court as needed.

Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new methods, trends and advances in the profession; reads professional literature; maintains professional affiliations; attends continuing education courses, seminars, and training sessions as appropriate.

Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
