The Department of Natural Resources (DNR) has an exciting job opportunity within our Product Sales and Leasing Division. This Property and Acquisition Specialist 5 position implements and manages the statewide commercial real estate program, including marketing and selling or exchanging state trust lands, acquiring commercial and industrial real estate investments, and managing the assets comprising the Department’s commercial real estate portfolio. It is responsible for all aspects of negotiations involving complex commercial real estate (CRE) leases, purchase and/or exchange agreements, and other contracts and licenses related to the management of the CRE portfolio. This position supports the Department’s mission by managing CRE holdings in a manner that realizes the best revenue benefit for the Trusts.

Requirements

Responsibilities:
  • Management of commercial real estate portfolio to maximize revenue for trust beneficiaries;
  • Management of ground and improved property leases;
  • Performing a financial analysis for holdings and potential acquisition sites, this includes analyzing the highest and best use of trust parcels for long-term asset management;
  • Management of operating and facility budget needs;
  • Negotiating and drafting lease contracts and other service contracts;
  • Locating, analyzing, and recommending acquisition parcels, such as industrial facilities, office buildings, and commercial retail centers;
  • Providing financial analysis on proposed acquisition parcels to determine expected rate of return and suggested offering value;
  • Negotiating letters of intent, option agreements, exchange agreements, and purchase and sale agreements;
  • Managing the “due diligence” process through closing, including review of: appraisals, surveys, inspection reports, and environmental audits;
  • Development of marketing strategies for parcels managed by the CRE Program;
  • Consulting with real estate brokers, appraisers, developers, and local government officials to develop the marketing strategy;
  • Implementing marketing tools such as legal notification, brochures, networking with real estate brokers, and contracting with third-party professionals;
  • Working with Regions and other Divisions as a subject matter expert in acquisition, leasing, sales, exchanges, and marketing matters;
  • Working with the Communications team as a subject matter expert for legislative and Board of Natural Resources presentations and press releases;
  • Preparing and overseeing bidding process of competitive contracts for specialized consultants;
  • Evaluating and analyzing proposals and making recommendations for the award of contract and the administration of the contract(s) once awarded.

Qualifications

Required Qualifications:
  • Bachelor’s degree in business administration or related field AND five (5) years’ experience in any of the following categories:
    • Managing commercial buildings, including construction oversight, service contractor oversight, and building system maintenance, including:
      • Roof systems
      • HVAC systems
      • Elevators
      • Plumbing
      • Fire and life safety systems
    • Negotiating:
      • complex commercial leases for office, retail, and industrial buildings
      • commercial ground leases
      • purchase and sale, option and exchange agreements for
      • commercial property acquisitions
        commercial/industrial properties for lease and/or sale
OR any equivalent combination of education and/or experience.

  • Knowledge of real estate appraisals, property acquisitions, consulting with others in property management, leasing and marketing properties, financial analyses of lease rental structures and invoices, and working in interdisciplinary teams.

Special Requirements and Conditions of Employment:
  • A majority of this position’s time is spent in an office setting, either in DNR’s division offices in Olympia or in a home office setting via telework. This position does require site visits to DNR’s commercial properties as needed.
  • This position requires travel and overnight stays on an occasional basis.
  • A current, valid driver’s license and two years of driving experience.

    Additionally, DNR requires state drivers to possess a license that is not suspended, revoked, or restricted (for example, Occupational/Restricted Driver Licenses or requiring ignition interlock devices).

    This position requires driving as an essential function.

    Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.

    Desired Qualifications:
    • Master’s degree in business/public administration.
    • Real Property Administrator (RPA), Certified Property Manager (CPM), Certified Commercial Investment Member (CCIM), or other comparable industry certification.
    • Minimum of 5-10 years in commercial property management of retail, office, or industrial properties.
