Make a Difference in Your CommunityThe Department of Revenue for St. Louis County Government is seeking a Collector of Revenue to join their leadership team.

This position will report to the Director of Revenue while overseeing the Collector of Revenue Office.

The successful candidate will direct the collection of real estate and personal property taxes for St. Louis County.

Duties include billing, collecting, and serving as the disbursing agent for more than 200 different taxing districts.

The typical work hours are from 8:00 am – 5:00 pm, Monday – Friday.

Essential Function Examples

  • Ensure compliance with the statutory mandate for the billing and collection of ad valorem property tax revenues and fees.
  • Ensure compliance with the statutory mandate for the distribution of collected ad valorem tax revenues to taxing authorities in St. Louis County.
  • Ensure compliance with the statutory mandate for the annual tabulation of ad valorem tax rates levied by taxing authorities in St. Louis County.
  • Ensure compliance with the statutory mandate for the monthly distribution of collected sales tax revenues to the County municipalities.
  • Ensure compliance with the annual tax sale of delinquent real property taxes, advertise properties, conduct sales and issue purchase certificates or deeds.
  • Other items as required by St. Louis County Charter 1979, Article IV, Section 4.370.
  • Other items as required by the Revised Code of St. Louis County, Title V, Chapter 505, Section 505.040.
  • Perform other duties as required or assigned.
Director: 1) develop, implement and administer unit's strategies and activities 2) responsible for unit's goal attainments, 3) delegate responsibility for daily operations to subordinates 4) confer with peers to plan and coordinate work and 5) prepare and sign performance appraisals.

Qualifications

At least five years of supervisor experience per the St. Louis County Charter 1979, Article V, Chapter 505, Section 505.040.

SELECTION AND APPOINTMENT: A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available.

The selection committee will admit to the interview only those persons who possess the most job-related qualifications and may establish admittance criteria beyond the minimum qualifications stated above. The interview will comprise 100% of the applicant's earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. After initial interviews with the selected candidates are conducted, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire. Candidates have 3 days to complete the required questionnaire.

The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.

All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be covered by the County.
