The Department of Human Resources, Central Employees Services Division seeks a knowledgeable and experienced Claims Officer Supervisor to join the Safety and Claims unit. The successful candidate will join a team where the number one priority is the health and safety of King County employees.


Reporting to the Workers' Compensation Manager, the Claims Officer Supervisor will provide technical expertise in the management of complex cases.

This work includes database and claims management, staff and project development, and supervision of multiple Claims Officers.

In accordance with industrial insurance legal requirements and claims management standards of King County, a self-insured entity in Washington State, the County is responsible for self-administering its own Workers' Compensation program.

Requirements

  • Provide direct supervision for Claims Officers and Claims Lead within the Workers’ Compensation (WC) program:
    • Develop onboarding and training programs for staff.
    • Participate in the staff selection process.
    • Evaluate and document performance; coach, mentor, monitor and motivate staff.
  • Provide technical support and serve as the subject matter expert in the following areas:
    • *iComp (WC program database of record).
    • Perform quality control checks of WC claims.
    • Perform audits of claims to ensure integrity and accuracy of the WC program.
    • Develop and monitor performance metrics of the WC program.
    • Draft and respond to mandatory reporting requirements of the WC program to regulatory agencies, inclusive of the Washington State Department of Labor and Industries (DLI), federal Occupational Safety and Health Administration (OSHA), and others.
    • Serve as the subject matter expert for Jones Act and Diver claims for King County.
    • Third-party subordination claims (serve as the main point of contact for all claims involving third-party recovery).
    • Create/maintain Standard Operating Procedures (SOPs) for processing WC claims.
  • Facilitate WC Program Communications and respond to requests for information.
    • Liaison between the WC program and King County Departments.
    • Serve as the point of contact for departments requesting program data.
    • Plan and facilitate monthly staff meetings.
  • Manage escalated and increasingly complex claims:
    • Coordinate with King County Risk Management on excess insurance policy renewals and claims.
    • Manage Department of Labor and Industries requirements for pension claims.
  • Partner with the Workers’ Compensation Program Manager and Workers’ Compensation Claims Assistant Supervisor to onboard new Claims Officers and Claims Assistants.
  • Serve as the backup to the Workers’ Compensation Program Manager.
  • Other duties as assigned.

Qualifications

  • Six (6) years of experience managing and processing industrial claims with disability benefits, including vocational rehabilitation OR any equivalent combination of experience and education which provides the applicant with the desired skills, knowledge, and ability required to perform the work.
  • A minimum of one (1) year of experience adjudicating self-insured Washington State Workers' Compensation claims.
  • A minimum of one (1) year of experience leading, mentoring, or directing the work of a team.
  • Washington State Department of Labor and Industries Certification (as a condition of hire, the successful candidate will enroll in the certification program and begin working on the certification process during their probationary period.

    They must successfully complete the certification within two years of hire).

  • Standard medical and legal terminology, practices, and procedures.
  • Outstanding verbal and written communication skills.
  • Ability to translate complex technical concepts for diverse audiences.
  • Experience presenting to executive leadership and stakeholders.
  • Strong interpersonal skills and ability to build collaborative relationships.
  • Resiliency in managing competing priorities and timelines to ensure a well-balanced workload for the staff.
  • Self-starter who is highly motivated, collaborative, and innovative.

    Teleworking Requirement
    This position works a hybrid schedule of remote and onsite work, requiring work in the office at least three days a week. Hybrid work schedules are subject to change based upon operational necessity. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
