Job Description

Summary

This job involves helping military health facility leaders with everyday people management tasks, like hiring, tracking staff numbers, and following rules to keep everything running smoothly.

It's a support role where you'll give advice on personnel issues and handle paperwork to make sure the team is used effectively.

A good fit would be someone with experience in office administration or human resources who likes working in a structured government environment and pays close attention to details.

Key Requirements

  • One year of specialized experience in personnel management, applying federal HR guidelines, policies, laws, and regulations
  • Experience analyzing methods to improve efficiency and effectiveness of civilian personnel programs, including budget and administrative issues

About the Position: The incumbent serves as a Civilian Personnel Program Specialist, providing expert assistance and strategic recommendations to management on all aspects of civilian personnel management, including workforce utilization, documentation, and human resources administration.

To qualify for this position you must meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes providing assistance with personnel management; applying federal civilian human resource guidelines, policies, with pertinent laws and regulations which affect personnel management; and analyzing methods and techniques to issues concerning the efficiency and effectiveness of civilian personnel program operations budget and administrative related issues.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-9).

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Human Resources, etc.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-9).

Major Duties:

  • Advise management on personnel and manpower actions.
  • Provide guidance to supervisors to prevent prohibited personnel practices.
  • Provide support with human resource requests.
  • Perform technical and administrative duties to include strength management, manpower tracking, and personnel accountability.
  • Provide data input relative to military and civilian personnel for budgetary and other organizational staff requirements.
  • Review and maintains human resource information using systems such as DCPDS, AUTONOA, FASCLASS, USASTAFFING, and EMPRES.
