About the Position: This position is located at Elmendorf Air Force Base, Alaska. A recruitment or relocation incentive may be authorized.

Specialized Experience: One year of specialized experience which includes advising on personnel policies, coordinating personnel actions, providing guidance to management officials or supervisors on the performance management of subordinates, and preparing reports or analysis of workforce data.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Major Duties:

  • Provide guidance as the functional expert for commanders, supervisors, and managers on a broad scope of civilian personnel management issues.
  • Coordinate with Defense Health Agency (DHA) Human Resources, legal office, and union representatives.
  • Provide civilian employee management assistance for assigned organizations where work processes are conceptual, judgmental, involve public contact, or are coordinative in nature.
  • Refer managers to appropriate organizations on a wide range of complex challenges, such as leave and absences, hours of work, honorary and incentive awards, supervisory records, Worker’s Compensation, Employee Assistance Program (EAP), etc.
  • Provide guidance to management officials and supervisors on procedural requirements for annual ratings; developing/modifying performance plans; preparing performance improvement plans; and initiating performance-based actions.
  • Collaborate with Manpower manager to ensure civilian authorizations are accurately identified and resourced in response to the Planning, Programming and Budget cycle.
  • Compile and evaluate data in areas concerning civilian assignments, manning, training, awards, and related issues to provide appropriate information for inclusion into a variety of reports and documents.
  • Conduct training and/or informational briefings on civilian personnel programs and processes for supervisors and management teams on an as needed and continual basis.
  • Work closely with Manpower and Resource Management personnel and the Defense Health Agency Human Resources Office in effecting a variety of civilian personnel actions.
