Full Job Description

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as a Civil Engineer with duties to design a wide variety of structural engineering features pertinent to new construction and/or modification of civil and military projects.

Coordinates and directs the work of others to accomplish project assignments. Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience.

Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

In addition to meeting the basic education requirement listed in the education section below, to qualify for this position you must also meet the qualification requirements on the IOR and listed below: To qualify at the GS-12 grade level, you must have: (GS-12) Specialized Experience::I have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes experience in developing design details of structural features for complicated military or civil works projects such as buildings, floodwalls, navigation locks and dams, tainter gates, culverts, headwalls, and sewer and water plants.

Performing site visits, inspections, evaluations, and investigations of proposed construction sites to determine solutions for potential or actual problem areas.

Prepares and advises technical scopes of work and support negotiations on designated military and civil works projects designed under contractual agreements with contractors.

Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this grade level of GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Additionally, you must also have a Professional Engineer (PE) License to qualify for the GS-12. (Note: You must attach a copy of your PE License).

Major Duties:

  • Develops design details of structural features of military or civil works projects, such as buildings, locks and dams, or floodwalls.
  • Prepares plans, specifications, design documentation reports, and operation and maintenance manuals for large portions of major projects.
  • Makes site visits for inspection of construction work in progress, reviews construction submittals, and evaluates proposed contract modifications.
  • Coordinates and oversees work of engineering design team.
  • Reviews structural designs prepared by A/E contractors.
  • Performs periodic inspection of existing structures and prepares inspection reports.
  • Provides guidance on structural engineering and mentors less experienced.
