About the Position: This position is with the St Paul District, Engineering and Construction Division. The St.

Paul District plans, designs, builds, and operates water resource projects to benefit the people of Minnesota, western Wisconsin, northeastern North Dakota, portions of South Dakota and Iowa, and the nation.

We are responsible for supporting inland navigation, helping communities reduce damages caused by flooding, environmental restoration, and emergency response to disasters.

To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-13 Specialized Experience: One year of specialized experience which includes meeting all of the following: 1) Perform hydrologic or hydraulic studies and/or designs; 2) perform technical reviews of hydrologic or hydraulic studies and/or designs to ensure project requirements are met; and 3) experience working with and/or directing teams.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12.

Selective Placement Factor: The duties of this position require the incumbent to possess and maintain license/registration as a Professional Engineer.

This license/registration must be in good standing and issued by any one of the 50 states, or its territories: (Note: You are required to submit your up-to-date license (PE) from any state or territory with your applicant package.) You will be evaluated on the basis of your level of competency in the following areas: Civil Engineering Oral Communication Organizational Performance Analysis Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS).

Major Duties:

  • The incumbent will serve as a senior level specialist to develop new approaches and analytical techniques for the solution of complex hydrologic engineering problems.
  • The focus is on infrastructure and installation resiliency, encountered in the research, computation, compilation, and analyses of hydrology and open channel hydraulics as well as risk and uncertainty analysis resulting in consequence calculations.
  • Responsible for coordinating the planning and execution of studies among multi- discipline teams of engineers, scientists, and other professionals for a wide variety of studies.
  • Studies are related to statistical and physical hydrology, ecosystem restoration, navigation, changing hydrometeorology conditions and its impacts, vulnerability assessments, flood risk management studies, and improvements to existing projects.
  • The incumbent uses advanced knowledge of hydrology and hydraulics combined with risk and uncertainty principles and a general knowledge of civil engineering and planning principles to define the nature and scope of work.
  • Provides hydrologic engineering and analytical planning expertise and guidance to co-workers, technical specialists throughout the Corps of Engineers, and other government agencies.
