The Department of Child Support Services is seeking an experienced child support professional for the position of
Child Support Services Manager.
The Child Support Services Manager will plan, direct, coordinate, implement, supervise, evaluate, and manage child support programs and services.
The
ideal candidate for this exciting position will have:
- At least two years of supervisory experience in child support services, which includes responsibility for program planning, client or customer services, program evaluation, performance monitoring, and program administration.
- The ability to demonstrate the skill and experience of a strong leader, communicator, problem-solver, and decision-maker.
- The ability to display passion for continuous improvement to support the County of San Mateo's vision in building a prosperous community for children and families.
- Be effective in building consensus and strengthening relationships across the organization in order to move initiatives forward.

Requirements
Duties may include, but are not limited to, the following:- Organize, supervise, and monitor child support services, activities, and programs.
- Plan, direct, assign, supervise, monitor, train, and evaluate the activities of supervisory and line staff.
- Participate in the development of goals, objectives, policies, procedures, and priorities within the child support services area.
- Prepare cost estimates and justifications for budget recommendations; monitor and control expenditures to ensure the accomplishment of objectives within an approved budget.
- Assist in negotiating contracts with outside vendors, consultants, or organizations; administer, monitor, and evaluate contracts.
- Maintain an effective working relationship with a variety of public and private organizations, including staff in other County departments and agencies.
- Answer questions and provide information to the public; supervise the administration of applicable standards, codes, and regulations, as required.
- Investigate the sources of outside funds, prepare and submit grant applications, and administer secured funds.
- Provide staff assistance to higher-level management on program or service issues.
- Select, supervise, train, and evaluate technical and clerical subordinates.
- Perform related duties as assigned.
Qualifications
Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:
Experience: Four years of experience in child support services that included responsibility for program planning, customer service, program evaluation, budget administration, or community resource coordination, of which at least three years included responsible supervisory experience. Experience with supervising different teams or aspects of the child support program is highly recommended, but not required.
Knowledge of:
- Principles and practices of public administration and program management, including planning, implementation, and evaluation.
- Principles and practices of child support services, including current trends in research, education, or related areas.
- Principles of budget preparation and monitoring.
- Principles of personnel training, supervision, and evaluation.
- Laws, codes, and regulations governing child support services.
Skill/Ability to:
- Organize, direct, and coordinate child support program initiatives and services.
- Work cooperatively with other County departments and public and private organizations.
- Analyze problems accurately, develop recommendations, and take appropriate action to resolve them.
- Prepare complex and detailed written reports and procedures.
- Speak effectively to diverse audiences, including professional, clinical, and citizen groups.
- Apply principles and techniques of community organization, including community awareness, resource coordination, and mobilization of diverse community groups, as appropriate.
- Train staff and coordinate the activities of contractors.
- Effectively select, hire, supervise, and evaluate the work of subordinate child support staff.
- Establish and maintain effective working relationships with program staff, attorneys, and other child support representatives.
- Develop collaborative partnerships with external stakeholders to effectively administer child support program objectives.
