Key Requirements

  • Skills in oral and written communication with children, parents, and staff, using courtesy and tact
  • Ability to lead employees, gather and compile data, and manage daily activities like lesson planning and room setup
  • Familiarity with Child Development Center operations, including emergency response, child abuse prevention, and required paperwork

The primary purpose of this position is to lead child development program assistants at entry level through target levels and provide guidance in conducting daily activities with children, room arrangements and enhancements, guidance techniques, interaction with children, meal service, and to ensure appropriate development care and instruction for children.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Clerical and Administrative Support Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-04 grade level in the Federal service which includes knowledge of an extensive body of childcare policies and directives requiring extended training and experience to perform a variety of interrelated childcare assignments and resolve a wide range of problems; knowledge of child development, theory, methodology, and practices relating to physical, intellectual, social, emotional, and nutritional development; expanded knowledge of a CDC operation, to include addressing emergencies, recognizing and preventing child abuse and neglect, oversight of child care methods and procedures, management of staff members, knowledge of registration procedures, intake and output of children, required paperwork and reports, ability to communicate effectively, orally and in writing, with parents, staff, and other professional contacts OR EDUCATION: Applicants have successfully completed four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.

OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicants have a combination of qualifying specialized experience and education that when combined total at least 100 percent.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of and training in Early Childhood education. 2. Knowledge of Child Development Center regulations, procedures, and processes 3.

Skill in effectively working and communicating orally with children and adults using courtesy and tact. 4. Ability to gather, maintain and compile pertinent data. 5.

Ability to lead employees in the accomplishment of work assignments. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Orients new employees to their duties of providing a classroom environment conducive to the proper care and learning for children. Communicates with parents on a regular basis.

Develops and implements daily lesson plans. Follows established procedures for preventing, treating and reporting all child injury, illness and/or abuse.
