Full Job Description

The mission of the National Counterintelligence & Security Center is to lead and support the U.S.

Government's counterintelligence (CI) and security activities critical to protecting our nation; provide CI outreach to U.S.

private sector entities at risk of foreign intelligence penetration; and issue public warnings regarding intelligence threats to the U.S.

Expert knowledge of and experience in intelligence community mission management.

Expert written, oral communication, and critical thinking skills, as demonstrated by the ability to think strategically, identify needs and requirements, develop recommendations, and evaluate outcomes against goals and objectives.

Superior interpersonal, organizational, and problem-solving skills; ability to build and leverage professional networks; and ability to work effectively both independently and in a team/collaborative environment.

Expert ability to direct taskings, assess and manage performance, collaborate on goal setting, and support personal and professional development of all levels of personnel.

Superior communication (written and verbal) skills to effectively and efficiently communicate organizational vision, mission, and plans. Major Duties:

The National Counterintelligence and Security Center (NCSC) is dedicated to leading the U.S.

Counterintelligence and Security communities, countering all threats posed by adversarial foreign intelligence affiliated threats and enhancing our national security posture at every level.

We will serve as the head of U.S. counterintelligence and integrate the instruments of national power to counter foreign intelligence threats.

NCSC will be the "center of gravity" to support the counterintelligence and security efforts of the entire U.S.

interagency, and public sector initiatives to protect our nation from adversarial efforts to exploit the United States and victimize the American people.

Lead strategic CI planning for the IC and USG to advance the mission of identifying, assessing, prioritizing, and countering foreign intelligence threats to the United States.

Lead the development and production of the National Counterintelligence Strategy of the United States and the accompanying implementation plan, and the Unifying Intelligence Strategy for Counterintelligence.

Support ODNI's development of the National Intelligence Strategy, the Intelligence Planning Guidance, and the Consolidated Intelligence Guidance with relevant national-level counterintelligence insight and expertise.

Evaluate progress toward strategic CI goals and objectives; produce an assessment of IC progress against the National Counterintelligence strategy; produce the State of the CI Mission.

Advise and inform senior U.S.

Government officials, state/local/tribal/territorial officials, foreign allies and partners, members of the private sector, and other key stakeholders as appropriate about foreign intelligence threats, mitigations and mission needs.

Represent the Director of NCSC and the national counterintelligence mission in various IC and policy fora and integrate counterintelligence into the national security decision making process.

Lead the daily operations of a team managing strategy, analysis and resources.

Lead, manage, and direct a professional staff in successfully defining and managing complex programs and projects that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces.

Ensure timelines, costs, deliverables, and outcomes are achieved according to approved plans.

Perform personnel management responsibilities with a focus on building a high-performance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, remediation, and guidance regarding personal and professional development opportunities.

Recognize, value, build, and leverage collaborative relationships within the IC, across the U.S.

Government, and with the private sector as appropriate and use these relationships to advance the counterintelligence mission; develop and lead collaborative initiatives to focus national attention on high priority foreign intelligence threats and counterintelligence mission needs.

Develop and continually expand personal knowledge in counterintelligence to achieve a government-wide reputation as a force for integration.

Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development.
