Full Job Description

The Chief Resource Manager (CRM) provides enterprise resource management leadership for the Office of the CIO.

Advises on budget and resource allocation for high-priority initiatives, supporting Treasury leadership, the White House, OMB, OPM, DHS, and other stakeholders.

Develops justifications, oversees planning and allocation, and ensures effective use of resources to achieve mission priorities.

To qualify for the position of Chief Resources Manager, candidates must meet the minimum requirements for a Senior Level position.

TQ 4 - Demonstrated ability to collaborate across IT functions (infrastructure, cybersecurity, cloud, zero trust) to identify improvements and execute cross-program initiatives.

TQ 5 - Ability to provide high-level strategic and tactical advice to senior leaders, prepare policy proposals, and represent IT priorities. Please DO NOT submit separate documents addressing the TQs.

Major Duties:

Serves as the key advisor to the CIO on all matters, including policy, budget strategy, resource allocation, program initiatives, best practices, guidelines and processes and standards.

Provides strategic, top-level advice on managing all resources pertinent to IT programs, in accordance with all operating requirements for Federal Information Systems.

Resource management skills involve the ability to allocate resources, including personnel, equipment, and money, to achieve the goals of projects, initiatives, and CIO priorities.

Collaborates and provides guidance on resource management with internal departments. Documentation of processes and maintenance of budgetary records.

Accurately assesses resource needs and provides sufficient capacity to realize projects' goals.

Determines resource objectives and strategies, coordinates with other parts of the organization to accomplish goals, monitors and evaluates the progress and outcomes of operational plans, and anticipates potential threats or opportunities.

Coordinates, plans, develops, and executes special critical and/or sensitive assignments, position papers, proposals, recommendations, white papers, and inquiries for the CIO.

Possesses excellent interpersonal and communication skills, as well as exceptional organizational and time management skills.
