A good fit would be someone with over a decade of senior IT leadership experience in complex sectors like government or finance, strong skills in strategic planning, and the ability to communicate technical ideas clearly to diverse stakeholders.

Key Requirements

  • At least one year (preferably 10 years) of specialized experience at SES/GS-15 level in IT operations, including five years overseeing enterprise-class programs in complex, regulated environments (e.g., federal, financial, or healthcare)
  • Executive-level experience in product delivery, including processes, policies, standards, techniques, models, artifacts, and methodologies to define and advance agency-wide enterprise strategy
  • Proven ability to develop a vision and strategy for a product delivery organization, aligning budgets and implementation plans
  • Experience implementing strategic thinking processes in evolving IT infrastructure, providing advice to decision-makers, identifying best practices, and building/maintaining state-of-the-art systems
  • Strong executive interpersonal skills in communication, negotiation, persuasion, innovation, re-engineering, collaboration, and coalition-building to address customer needs and present complex technical issues clearly
  • Demonstrated Executive Core Qualifications (ECQs) in Leading Change (e.g., strategic change, vision implementation, creativity, flexibility) and Leading People (e.g., fostering development, team leadership toward organizational goals)
  • U.S. citizenship required; ability to obtain and maintain a Top Secret security clearance

Full Job Description

The Chief (Product Development Office) position is in the Administrative Office of the U.S. Courts, Department of the Chief Information Officer.

The Chief (Product Development Office) leads Judiciary information technology development, modernization, security, and transformation efforts and initiatives.

Applicants must have demonstrated experience which shows competence in the qualifications as listed below.

This requirement is according to the AO Classification, Compensation, and Recruitment Systems which includes interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialize Experience: Applicants must have at least one full year (52 weeks) (preferably 10 years) of specialized experience equivalent to the SES/GS-15/JSP-15/CL 31/PB-2F level which is in or directly related to the line of work of this position.

Specialized experience is demonstrated experience in IT operations with at least five years overseeing enterprise-class programs in a complex, regulated environment (federal, ?nancial, or healthcare sectors preferred).

Additional Assessment: Applicants who meet the specialized experience requirements also will be assessed on the following Mandatory Technical Qualifications (MTQs) and Executive Core Qualifications (ECQs).

Describe your progressive, executive-level experience in product delivery, processes, policies, standards, techniques, models, artifacts and methodologies and the ability to apply these, as required, to formulate and advance the de?nition and documentation of an agency-wide enterprise strategy.

Describe your experience developing a vision and strategy for a product delivery organization and aligning budget and implementation plans to that strategy.

Describe your experience developing and implementing strategic thinking processes in an evolving product delivery infrastructure.

This includes providing advice and input to decision-makers, identifying and implementing information technology best practices, and developing, building, and or maintaining a state-of-the-art information technology system.

Describe your executive-level interpersonal skills in communicating, negotiating, and persuading others to build consensus and facilitate "win-win" situations.

This includes experience in innovation, re-engineering, collaboration, and building coalitions to respond to customer needs and management issues and the demonstrated ability to present complex technical issues in clear, concise terms.

Executive Core Qualifications (ECQs): Applicants currently serving in an AOES and Court Unit Executive positions or under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to submit a narrative response for the Executive Core Qualifications (ECQ).

A narrative response as part of the application package for each of the following ECQs is MANDATORY for all other applicants. Please limit your response to two pages for each ECQ.

The Chief (Product Development Office) is a critical role for the Judiciary, leading information technology development, modernization, security, and transformation efforts and initiatives.

The incumbent provides strategic and operational leadership to the Product Development Office's functional areas: Product and Application Security, Testing & Quality Assurance, and Training.

The incumbent ensures the organization's information technology development and modernization efforts deliver high availability, security, and scalability to meet evolving business needs.

The duties of the Chief (Product Development Office) include, but are not limited to: Developing and executing the technology roadmap for enterprise software development in alignment with strategic enterprise objectives.

Driving innovation and modernization efforts including migration to cloud-native platforms, automation integration, and adoption of DevSecOps practices.

Fostering a collaborative culture centered on quality, accountability, and continuous improvement.

Collaborating with business and technology stakeholders and partners to plan and prioritize IT investments that enable growth and operational effectiveness and efficiency.

Ensuring development and associated infrastructure initiatives adhere to governance, enterprise risk management, cybersecurity, and compliance requirements.

Directing and mentoring personnel to achieve performance and professional growth goals. Reporting on project execution and delivery effectiveness key performance indicators.
