Full Job Description

The Department of General Services is seeking a Chief Operating Engineer for the Facility Maintenance Division. The successful candidate will have knowledge and experience with HVAC, electrical, plumbing, carpentry, roofing, and painting trades to successfully manage the maintenance and repair requirements of buildings throughout the City of Norfolk. Leadership of multiple trades is essential in providing a quality preventative and predictive maintenance program.

General Services Facilities Maintenance Division is responsible for the repair and maintenance of over 250 city government facilities including: City Hall, Public Safety Building (Jail), Norfolk Consolidated Courts Complex, entertainment venues such as the Scope Arena, Chrysler Hall, Attucks Theater, the Virginia Zoo; a cruise terminal, all police and fire stations, recreation centers; pools and numerous city office buildings. The Division is staffed with 96 employees responsible for carpentry, plumbing, electrical, painting, HVAC, elevators, roofing, moves and relocations of city employees, finance, and administrative functions.

Leadership of multiple trades is essential in providing a quality preventative and predictive maintenance program.

Requirements

Essential Functions include but are not limited to:

  • Provides leadership, direction, and overall task planning for multi-trade personnel (Plumbers, Carpenters, Painters, and Maintenance Mechanics) to include subordinates’ work performance evaluations, attendance, leave use, corrective action, work schedules, and dissemination of information.
  • Coordinates and schedules planned maintenance and repair operations by utilizing asset essentials work order management application, receives and dispatches service requests, and prioritizes work schedules.
  • Manages operations by establishing policy, reviewing maintenance procedures, and keeping organized records.
  • Oversees contractors and vendors by evaluating performance to determine contract effectiveness and need for revisions.
  • Prepares reports that provide building and/or equipment inspection and evaluation concerning:
    • condition
    • operating/life range
    • repair and maintenance costs
    • recommendation to repair, replace, or submit for capital improvement project
  • Provides supervisory and technical input on scope, specifications, equipment/part selection, cost estimates, and operational procedures for both new projects and repair projects.
  • Oversees assigned projects for work compliance and performance.
  • Meets with various personnel, contractors, consultants, and other parties to review projects from development to execution.
  • Assists with Division budget monitoring by submitting paperwork required for purchases, reviewing invoices, and tracking budget line expenditures.
  • Works with Procurement Office by writing specifications for bid documents and requests for proposals.

Qualifications

Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with a two year associate's degree, diploma or equivalent from a college, technical, business, vocational, or correspondence school. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.

Required:
  • Five years of experience in Building System Management.

Preferred:
  • Two years of supervisory experience.

Additional Information

  • Valid Driver's License. A DMV transcript obtained within the previous 30 days will be required if selected for hire.
Work Location: Facility Maintenance, 2840 Dana St., Norfolk, VA 23509
Work Schedule:
  • Monday - Friday, 7:00AM - 3:30PM, 40 hours per week
  • This position is designated as Essential and is required to report to work during City closures due to inclement weather and other emergencies.
