The incumbent serves as the Chief Medical Instrument Technician (MIT) for the Medicine Service Line.
The Chief MIT plans, organizes, administers, and directs the daily activity of all the support Medical Instrument Technician support staff withing the Medicine Service Line.
This includes 1 Lead MIT Cardiology, 1 MUSE Administrator MIT, 5 Echo MIT, 5 EKG MIT, 5 GI MITs in Gastroenterology (GI) and 1 Electroencephalogram (EEG) MIT in Neurology.
In addition, 3 Diagnostic Radiology Technicians. BASIC REQUIREMENTS: Citizenship. Citizenship of the United States.

There are no specific educational requirements for this occupation. Education may be substituted for experience only at the GS-4 and GS-5 levels.

Registration by the American Board of Registration of EEG, CNIM &EP Technologists (ABRET) or the American Association of Electrodiagnostic Technologists (AEET) is highly desirable.
Basic Cardiac Life Support (BCLS) and Advanced Cardiac Life Support (ACLS) certifications are also desirable for employees at this level.
Physical Requirements: Able to meet the physical demands of the position.
While performing duties of this job the MIT EKG Technician is frequently required to sit, stand (for extended periods), walk, bend, and reach, and operate the Cardiac EKG, Exercise Tolerance Testing, Holter and Event monitoring testing equipment.
Must be able to lift and/or move over 50 pounds. Must have good manual dexterity and keyboarding skills. Must be able to view and read information on computer screens and database servers.
English Language Proficiency. Medical Instrument Technicians must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part.
Grade Determinations: GS-11 - Electrocardiograph Technicians (EKG) In addition to the basic requirements, at least 1 year of experience comparable to the next lower grade level, which is directly related to the duties of the position to be filled, and must fully meet the KSAs at that level.
This would be experience which demonstrates possession of the knowledge required to provide the most complex EKG Technician services and/or supervisory knowledge, skills, and abilities.
Participation in recognized professional organizations as a Board examiner, in the development of curricula for training, or testing for the Board is evidence of competence.
In addition, the candidate must demonstrate the following technical KSAs and the potential to acquire the assignment specific KSAs designated by an asterisk (*): Demonstrated Knowledge, Skills, and Abilities.
KSAs 1, 2, and 3 are appropriate for all positions at this level. KSAs 4 and 5 are to be used in accordance with their appropriateness for the specific assignment. 1.
Advanced knowledge of the most complex and non-standard treatment and examination procedures and techniques. *2.
Ability to plan and assist in the establishment of a completely integrated treatment and examination program. *3.
Ability to evaluate new products and equipment and make recommendations concerning developments which would improve operations. *4.
Ability to manage the fiscal matters of the functions supervised (which would include fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.

Knowledge of and ability to provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluation; selection of staff; and recommendation of awards, advancements, and, when appropriate, disciplinary actions.
Assignments.
For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time.
Supervisory Electrocardiograph Technician (EKG).
Individuals at this level plan and direct programs at affiliated medical centers and satellite outpatient clinics and have full supervisory responsibility for a large staff of non-supervisory personnel and at least one subordinate team leader or supervisor.
Typically these duties include assigning and evaluating the work of subordinate staff resolving problems which may interfere with patient examination or treatment; providing Medical Instrument Technician (EKG) services in more complex and non-standard cases; evaluating new products and equipment and making recommendations concerning developments which would improve operations; participating as an instructor in the facility's clinical training program; making final decisions on selections based on recommendations from subordinate supervisors or leads; evaluating performance; taking disciplinary action when necessary; and identifying educational or training needs.

Duties include but are not limited to the following: The incumbent works in the Cardiology Section of the Medicine Service at the Phoenix VA Health Care System (PVAHCS) under the direction of the Chief, Cardiology Department, and the Chief of Medicine.
Works in conjunction with the Chief, Gastroenterology (GI) Department and Chief, Neurology Department overseeing MIT staff in these Departments.
Schedules the EKG MIT for outpatient clinic support, providing EKG coverage for the Hospital, scheduling, and staffing the Echo MIT, GI MIT, EEG MIT, and scheduling and staffing of the Diagnostic Radiology Technicians in the Cardia Catherization Laboratory so there are no gaps in care.
Reviews and schedules, when necessary, consults requests for Echocardiograph, Holter's, event monitors, and device surveillance.
Tracks and discontinues above consults requests when mandatory scheduling efforts, per VA Policy, have failed. Works with Information Technology and Bio-Medical Engineering to maintain EKG MUSE server.
Works with Information Technology and Bio-Medical Engineering to maintain the GE Echocardiography server.
Maintain administrative control over these areas and designate a secondary administrator so that there are no gaps in administrative coverage.
Complete evaluations for the Lead MIT Cardiology, MUSE Administrator MIT, EKG MIT, ECHO, MIT, GI MIT, EEG MIT, and Diagnostic Radiology Technicians.
Submit those evaluations to the Chief, Cardiology Department, Chief, Gastroenterology, and Chief, Neurology Department for review.
Responsible for making use of the Radiation Safety and Monitoring Program in the Cardiac Catherization Laboratory is within VA guidelines and standards.
Oversee day to day management of cardiology outpatient clinics working with RNs and MSAs to ensure timely management of patients. Performs other duties as assigned.
