Full Job Description

The Office of the Chief Data Officer is seeking a Supervisory Attorney Adviser (Chief Counsel) in the Office of the Chief Counsel.

As Chief Counsel, you will serve as the chief legal counsel to the Chief Data Officer and as an expert on legal issues related to data throughout the SEC.OCDO enables data analytics to support enforcement, examinations, policymaking, and other agency activities, and supports the agency to enable effective and efficient data security.

Qualifying experience may be obtained in the private or public sector.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Qualifying education must have been obtained from an accredited college or university recognized by the U.S.

Department of Education. All qualification requirements must be met by the closing date of this announcement. BASIC REQUIREMENT: All applicants must possess the following J.D. or LL.B.

degree --AND-- Active membership of the bar in good standing in any state, territory of the United States, the District of Columbia, or the commonwealth of Puerto Rico.

MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement.

SK-17: Applicant must have one year of specialized experience equivalent to the GS/SK-14level. Specialized experience includes: Conducting legal research on the application of administrative laws.

Providing legal advice on high profile, sensitive, or politically significant matters. Preparing briefings, reports, and presentations on legal issues.

In this role as Chief Counsel, you will be responsible for: Providing legal advice on a wide range of issues related to data in the agency, including data collection, data protection, data governance, data use, and data sharing.

Coordinating the SEC's compliance with federal laws applicable to the OCDO, including the Federal Data Strategy, the Evidence Act, the Open Government Data Act and the Financial Data Transparency Act.

Coordinating the Controlled Unclassified Information (CUI) Program. Assisting with the development and implementation of activities to support the Open Data Plan.

Overseeing programs led by staff in the office, including compliance with SECR 2-1 and the Paperwork Reduction Act.

Supervising the Information Services (Library) Branch and supporting the Chief Librarian to ensure timely acquisitions and library services to the agency.

Providing responses to: Congressional and other official inquiries, FOIA requests, Directive Management responses (SECR 1-3).
