Full Job Description

King County’s Finance and Business Operations Division (FBOD) is seeking a Business and Finance Officer (BFO II) - Cash and Bank Coordinator on the Banking, Accounting, and Revenue Collections (BARC) Team.

The Treasury Section of FBOD is responsible for performing the treasury functions of King County government and over 100 special purpose districts where King County serves as their treasurer.

The BARC Team is responsible for administering the master banking services contract, overseeing treasury management requests, performing cash management functions, warrant (check) redemption, and bank account reconciliation.

This team is also responsible for collecting, depositing, reconciling, and distributing property tax payments, of over $7 billion dollars per year, that fund key public services within the geographic boundaries of King County.

We are looking for someone who has experience with all aspects of commercial banking and treasury management, possesses practical accounting knowledge and skills, and is systems-savvy.

Our ideal candidate also has strong leadership skills, is a collaborative team member, and provides exceptional customer service to internal and external customers.

Scope of Job Duties
Coordinate banking and treasury management activities with the county’s banking contractor on behalf of King County agencies and special purpose districts, including but not limited to, opening and closing bank accounts, adding or removing services, and implementing changes to business processes (e.g., implementing remote deposits, payee positive pay).

  • Serve as the lead for treasury cash management operations, including outgoing electronic transfers and warrant (check) redemption and validation processes. Act as a mentor/sounding board, answer questions, and be the first point of escalation for issues.
  • Serve as the subject matter expert (SME) for the customized Oracle EBS Cash Management Module. Investigate, troubleshoot, and document system problems and work with developers to resolve unusual or unplanned system issues. Participate as a SME and stakeholder in system updates or upgrades.
  • Perform daily, weekly, and monthly tasks related to the operation of the Oracle EBS Cash Management module of King County’s financial system.
  • Respond to inquiries from internal and external auditors regarding cash management processes and procedures.
  • Coordinate, interpret, and implement federal, state, and local laws, policies and procedures related to cash management, banking, and accounting.
  • Promptly and thoroughly review and release electronic transfers including ACH, wire, book transfers as back up to the supervisor.
  • Provide back-up support and coverage for the accounting team, including reviewing and assisting with reconciliations and reviewing and approving journal entries.
  • Identify and implement improvements to treasury processes and strengthen internal controls.
  • Perform other duties as assigned.

Minimum Qualifications

Experience and practical knowledge in treasury operations, commercial banking, cash management, accounts receivable, accounts payable, or related functions.

  • Skill in utilizing and understanding the core and customized functionality of financial management systems, such as the Oracle EBS Cash Management Module.
  • Advanced skills in Microsoft Excel, including but not limited to, building macros to automate manual processes.
  • Experience as a team leader or supervisor. Demonstrated ability to lead, motivate, deliver feedback, and enable staff to work to their full potential and capabilities.
  • Ability to work independently and collaboratively as part of a team. Demonstrated willingness to learn new tasks and processes.
  • Strong communication, interpersonal, writing, and customer service skills.
  • Intermediate level of technology proficiency using MS Office Productivity tools in your daily work.
  • Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products.
  • Ability to work with people from diverse backgrounds.


Preferred Qualifications
Knowledge of King County programs, funding sources, accounting structure, policies, and audit requirements.

  • Experience working in corporate or commercial banking for a large financial institution.
  • Experience working with or for a large complex government organization in treasury or cash management capacity.
  • Experience with LEAN processes and principles.
  • Experience with SharePoint, MS Teams, and other collaborative online tools.

Position Information:

Work Site Details: The team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change.

  • Location Requirement: Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
  • Work Schedule: This position is exempt from the provisions of the Fair Labor Standards Act and therefore is NOT overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday.
  • Union Representation: This position is 117 represented.

Employees will be provided with a county-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work.
