This vacancy is for a GS-0301-11/12/13, Case Management Specialist located in the Department of Homeland Security, U.S.
Coast Guard, NPFC CASE MANAGEMENT DIVISION -CM in WASHINGTON, District of Columbia.
To qualify at the GS-11 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector.
Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
Examples of specialized experience include performing the following types of tasks on a regular basis.
Independently manage a portfolio of complex pollution removal funding requests, ensuring expenditures comply with the Oil Pollution Act of 1990 (OPA 90) and CERCLA.
Serve as a subject matter expert for field personnel on financial and administrative policy for pollution response, providing authoritative guidance and policy interpretation.
Analyze trends in pollution response cases to identify systemic issues and recommend changes to national policy and procedures.
To qualify at the GS-12 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector.
Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
Examples of specialized experience include performing the following types of tasks on a regular basis.
Applying principles of the Oil Pollution Act of 1990 (OPA 90) to verify the spending and accounting of funds allocated from the OSLTF and CERCLA for oil spill and hazardous substance removal on a case-by-case basis.
Reviewing Coast Guard and EPA FOSC Pollution Reports (POLREPS) and other documentation to ensure response actions are consistent with the National Oil and Hazardous Substances Pollution Contingency Plan (NCP).
Making recommendations for the development of new policies and regulatory changes in response to transformations in the North American energy industry, and identifying variances between actual costs and estimates to recommend corrective actions.
To qualify at the GS-13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector.

You will serve as a/an Case Management Specialist and be responsible for managing the financial, legal, and operational aspects of environmental response, including cost recovery and ensuring compliance with environmental laws.
Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.
Typical work assignments include: Manage financial operations for environmental response, including fund allocation and cost recovery.
Provide analytical support and strategic recommendations for program and policy improvements. Support and coordinate with On-Scene Coordinators during spill response and mitigation operations.
Ensure all case management activities comply with relevant environmental laws and regulations. Represent the organization and liaise with internal and external stakeholders to advance program goals.
Develop and implement strategies for effective cost recovery and claims processing.
Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position.
