This vacancy is for a GS - 0301 - 11/12/13, Case Management Specialist located in the Department of Homeland Security, U.S.
Coast Guard, NPFC CASE MANAGEMENT DIVISION -CM in WASHINGTON, District of Columbia. NOTE: Education can be substituted for experience at the GS-11 grade level, but not for grade levels GS-12 and above.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
You will serve as a/an Case Management Specialist and be responsible for the financial management of responses to oil and hazardous substance spills, from initial funding through final cost recovery.
As you advance in grade, your responsibilities will expand from direct case management to include program analysis, policy development, and oversight of complex incidents.

Typical work assignments include: Manage the funding process for pollution responses, from monitoring access (GS-11) and analyzing justifications (GS-12) to overseeing the financial management of complex incidents (GS-13).
Analyze response activities and expenditures to ensure compliance with federal regulations and justify the use of the Oil Spill Liability Trust Fund.
(GS-11, GS-12) Execute cost recovery from responsible parties, progressing from initiating documentation (GS-11) to managing billing (GS-12) and determining collection strategies with other federal agencies (GS-13).
Develop and provide training to field personnel on liability, compensation, and cost documentation procedures.
(GS-11, GS-12) Develop and recommend new national policies, innovative funding structures, and data management improvements in response to industry changes and large-scale incidents.
(GS-12, GS-13) Serve as a subject matter expert, advising federal and state agencies and representing the National Pollution Funds Center at high-level meetings.
(GS-13) Provide 24-hour on-call duty to authorize access to the Oil Spill Liability Trust Fund.
